SUBJECT: LEGISLATION - AB 3056 (Floyd, et al)

Adopt a position of SUPPORT for AB 3056 by Assemblyman Floyd on
behalf of the Subcommittee on Alcohol Regulations of the Assembly
Committee on Governmental Organization which would authorize the
establishment of a Task Force to investigate methods of
decreasing public inebriation and to report its findings,
conclusions and recommendations to the Governor and Legislature
by July 1, 1993 , on the causes of and cures for "street
alcoholism" .
BACKGROUND:
AB 3056 has been introduced at the instigation of the
Subcommittee on Alcohol Regulations of the Assembly Committee on
Governmental Organization. As introduced, the bill makes
findings regarding "street alcoholism" and the need to obtain the
facts and report its conclusions to the Governor and Legislature
in order that steps can be taken which are empirically sound and
cost-effective in reducing street alcoholism.
The bills calls on the Department of Alcoholic Beverage Control
to establish the California Street Alcoholism Task Force which
would be charged with investigating and assessing various methods
of decreasing public inebriation in urban areas.
The Task Force is to consist of 15 members and be chaired by the
Director of the Department of Alcoholic Beverage Control. Other

organizations which are to be represented include the State
Department of Alcohol and Drug Programs, private alcoholism
rehabilitation providers, local law enforcement, county public
defenders, the League of Cities, CSAC, the California Chamber of
Commerce, the Retail Liquor Dealers Association, the Beer and
Wine Wholesalers Association, the Wine Institute, breweries and
spirits distillers and two members of the public, one of whom
shall be a recovering alcoholic.
By July 1, 1993 , the task force is to report to the Legislature
and the Governor on its findings, conclusions and recommendations
regarding the causes and the cures for "street alcoholism" ,
alcoholism among the homeless and on "skid row" . The Department
of Alcoholic Beverage Control and Department of Alcohol and Drug
Programs are to provide staffing and logistical support for the
hearings and investigations of the task force. The department is
authorized to seek public grants and private donations in order
to defray the expenses of the task force. No appropriation is
included in the bill to support the work of the Task Force.
AB 3056 clearly only addresses one aspect of the problem of
alcohol abuse and does it in a manner which could lead to simply
cleaning up the streets and not truly solving the problem.
However, since several seats on the Task Force are available for
local officials it appears to be important to support the effort
and work to insure that the Task Force accomplishes as much as
possible in solving this most visible element of the problem of
alcohol abuse. To the extent that something valuable can come
out of such a Task Force, it appears that AB 3056 can further the
Board of Supervisors ' war on drugs. It is therefore recommended--
that the Board indicate its support of AB 3056 .
