HomeMy WebLinkAboutMINUTES - 03201990 - 1.27 1-027, TO: BOARD OF SUPERVISORS .o, Contra FROM: Costa Phil Batchelor, County Administrator County DATE: srq cdui+`�'' March 13 , 1990 SUBJECT: LEGISLATION - AB 3010 (Speier) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of SUPPORT for AB 3010 by Assemblywoman Speier which would require the State to implement a coordinated, interagency strategy to address the treatment needs of pregnant women, postpartum women and their children for alcohol or drug abuse. BACKGROUND- Assemblywoman Speier has introduced AB 3010 which would require the State Health and Welfare Agency to create a state interagency task force composed of the Department of Alcohol and Drug Programs, Department of Health Services, Department of Developmental Services and Department of Social Services. The Agency would be required to designate one of these departments as the lead agency for the development of a coordinated state strategy for addressing the treatment needs of pregnant women, postpartum women and their children for alcohol and drug abuse. The Department of Housing and community Development, Department of Education and Department of Mental Health would be required to cooperate with the lead agency and task force in developing state regulations to implement the strategy. The bill would also fund other support services directed at bringing pregnant and postpartum women into treatment and caring for alcohol and drug exposed infants. The interagency task force would have to include in the criteria used to select counties to receive funds, consideration of the ability of the county to provide or arrange for the special needs of pregnant women and postpartum women who are chemically dependent and are seeking alcohol or drug treatment services . Programs could be funded for treatment of alcohol abuse only, drug abuse only or both alcohol and drug abuse. Counties would be permitted to contract with non-profit organizations to provide these services. Any county which chooses to apply for funds from the interagency task force would be required to establish a perinatal substance abuse coordinating council which would be required to select an agency or department of the county to be the lead agency to coordinate the alcohol and drug abuse program. The needs of pregnant and postpartum women and their children for alcohol and drug abuse treatment services are identified in the County' s Drug & Alcohol Action Plan as one of the more pressing needs in the County. Since AB 3010 has the potential to assist the County in meeting some of these needs the bill appears to further the Board of Supervisors ' war on drug and alcohol abuse.
