HomeMy WebLinkAboutMINUTES - 03131990 - T.5 T. 5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 13 , 1990 by the following vote: AYES: Supervisors Powers, McPeak, Torlakson and Fanden NOES: None ABSENT: Supervisor Schroder ABSTAIN: None --------------------------------------------------------------------- --------------------------------------------------------------------- SUBJECT: Hearing On Rezoning Application 2814-RZ And Development Plan 3033-88, Paul Wang Enterprises, Inc. And Ed Biggs In The El Sobrante Area. This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the recommendation of the Contra Costa County Planning Commission on the request ( 2814-RZ) by Paul Wang Enterprises, Inc. (applicant) and Ed Biggs (owner) to rezone 2. 2 acres of land from Single Family Residential District (R-7 ) to Multiple Family Residential District (M-12) and for approval of Development Plan 3033-88 for a 24 unit multiple family residential development with variances, E1 Sobrante area. Byron Turner, Community Development Department, presented the staff report on the recommendation before the Board for consideration. Mr. Turner described the location of the proposed project, the access from Appian Way and the Planning Commission recommendation for approval of the project for 22 units with conditions. Supervisor Fanden inquired as to whether the application had been reviewed by the El Sobrante Planning Committee. The public hearing was opened and the following people appeared to speak: Steve Benson, 4823 Hilltop Drive, El Sobrante, representing the applicant, described the proposed project, commenting on issues including the approval by the local community commission, the number of units and a proposed tot lot, the price range of the proposed project, and he presented a memo from Gus Almquist, Civil Engineer, dated February 22, 1990, requesting changes to the conditions of approval. Richard I . Kral, 546 Appian Way, El Sobrante, spoke in opposition. Willie Greene Jr. , 521 Sunny Lane, El Sobrante, spoke in opposition. The following persons submitted a speaker card in opposition but did not wish to speak: Alison and Brent Thiry, 2026 Thompson Lane, El Sobrante. Mr. Benson spoke in rebuttal. The public hearing was closed. Supervisor Powers commented that he would like to look at the staff material, the configuration of the land involved, and he proposed deferring the matter for two weeks, with the record left open for written comment until 5: 00 p.m. on March 16, 1990. IT IS BY THE BOARD ORDERED that the hearing on the above matter is CLOSED for oral testimony with the record being left open for written comment until 5:00 p:m. on March 16, 1990; and decision on the above matter is DEFERRED to March 27, 1990 on the Determination calendar.
