SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer to the Environmental Affairs
Committee for review, a proposal to institute a Steam Operator
Licensing Program in the nine Bay Area counties.
BACKGROUND INFORMATION: Stanley Preckwinkle of Fossil
Technologies, Inc. , a power plant consulting firm, has brought to my
attention his proposal that the Nine Bay Area Counties and the Bay
Area Air Quality and Pollution Control Board institute a Steam
Operator Licensing Program.
I see some merit to this proposal and would like to initiate
discussion with the other counties through the Association of Bay Area
Governments about the feasibility of instituting such a program. I
believe the Industrial Association should also be contacted for input.
Attached is a letter and Action Plan from Mr. Preckwinkel as
additional background.

Dear Sir :
Fossil Technologies, Inc. (Fossil ) ; a power plant consulting firm
incorporated in California , desires to recommend to the supervi-
sors of the Nine Bay Area Counties and the corresponding Bay Area
Area Air Quality and Pollution Control Boards that a Steam Operator
Licensing Program be instituted .
Based on a survey of power plant/industry steam operators current-
ly employed in the Bay Area and using the Los Angeles City Steam
License as a benchmark, it was discovered that an untapped revenue
source is available . This revenue source, while not significant
in itself , would allow for the continued policing of the steam
operating industry and at the same time provide the additional
service of assisting in maintaining air quality and pollution
control compliance .
This licensing program coupled with a steam operators training
program could provide an employment base for many low income and
wayward youth and allow for the payment of a portion of these
training costs to be defrayed by local industries .
Local industries such as refineries , utilities , maritime employ-
ers , and cogeneration plants could add plant specific inputs to
testing provided their personnel base was significant in size .
This training would support industries ' need for continuing entry
level personnel and provide a standard by which applicants for
positions could be screened for acceptability.
Federal programs even release parolees into the work force with
given training standards , greatly reducing recidivism and there-
by significantly reducing costs . The county would additionally
reduce county assistance payments .

While it is not the goal of the licensing effort to become a
social service provider , the two programs would not be counter
productive .
With the publics recent increased awareness and concern over
industrial pollution and quality, there will be an increasing
clamor for more rigid regulatory control over steam plant oper-
ating: It doesn' t take many oil spills , chemical mishaps , refin-
ery fires or polluting power plants to make a supervisors position
a nightmare. It is hoped that this brief will provide part of the
solution to the difficult decisions that the regulatory bodies
must solve.
Fossil Technologies , would like to be a part of this effort in a
management roll . Discussions leading to this brief were conduct-
ed between Fossil and the California Maritime academy, and an
action plan is available for a management discussion.
