SUBJECT: ARGUMENT IN SUPPORT OF DRUG AND ALCOHOL ACTION PLAN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMPEENDATIONS
1. Approve the attached argument -in support of the Drug and
Alcohol Action Plan.
2. Request the following to sign the argument in support of the
Drug and Alcohol Action Plan:
* A representative of the Contra Costa Police Chiefs '
Association, selected by the Association.
* A representative of the Contra Costa Council,
preferably either the Executive Director of the Council
or the President of the Council.
* A representative of the Central Labor Council,
preferably either the Executive Secretary/Treasurer of
the Council or the President of the Council.
* A representative of the Parent-Teachers Association
(PTA) , preferably the President of the 32nd District
PTA.
* A representative of the religious community. We had
hoped that we could get a representative designated by
the Council of Churches. However, their Board of
Directors does not meet until March 22, 1990. As an
alternative, we would suggest The Rev. Dan Slaughter,
Pastor of the Liberty Church in West Pittsburg. Mr.

Slaughter has been active in the development of the East
County Action Plan and has been instrumental in providing
community support in East County for the Action Plan.
3 . Request the Health Services Director to insure that the
argument in support of the Action Plan is signed by the five
individuals or organizations noted above and is submitted to
the County Clerk by Friday, March 16, 1990.
BACKGROUND:
On March 6, 1990 the Board of Supervisors directed the Health
Services Director to report to our Committee on March 12 , 1990
recommending language for an argument in support of the Drug and
Alcohol Action Plan and suggesting organizations which should be
asked to sign the argument.
On March 12, 1990 our Committee met with Jerry Nava, Chuck
Deutschman and Eileen Lynch from the Health Services Department.
We reviewed a draft of the proposed argument in support of the
Drug and Alcohol Action Plan and made some revisions in it. We
would recommend that the Board approve the attached draft of the
argument.
We also discussed those organizations or individuals who should
be asked to sign the argument in support of the Action Plan. The
above recommendation will provide support from the private
sector, labor organizations, law enforcement, the education
community and the religious community. While we had hoped to
have a representative of the Council of Churches, their Board of
Directors does not meet until March 22. The Alcohol Program
Administrator suggested The Rev. Dan Slaughter because he is from
East County and has been instrumental in the development of the
East County Action Plan and the regional summit which was held in
East County.
ARGUMENT IN SUPPORT OF MEASURED
The Contra Costa County Community Drug and Alcohol Action Plan is
a blueprint for building drug free families and communities in
Contra Costa County.
This Action Plan is the result of a year long process led by the
Board of Supervisors, involving over 2000 community leaders,
citizens and volunteers, culminating in a day long drug and
alcohol conference in January, 1990 .
These efforts assessed the scope of the problem of drug and
alcohol abuse in all regions of the County. Three regional
Community Action Plans were developed. Each defines the nature
and extent of the drug and alcohol problem in that community and
develops a strategy for addressing the problem. From these
regional plans, this Action Plan was created which will fight the
drug problem through prevention/education, treatment/intervention
and law enforcement.
This Action Plan is unique because it is the result of a grass
roots effort by the community and because it presents a
comprehensive way of approaching the problem.
This Action Plan recognizes that the epidemic abuse of alcohol
and drugs has deeply affected the communities of Contra Costa
County. Only through citizen involvement will we turn the tide
of this devastation. This Action Plan is a statement from the
people of our desire to create drug free families, neighborhoods
and communities.
We are asking you to endorse this community Action Plan. It is
an important first step in attacking not only the supply of drugs
but the demand for drugs as well. Your vote in favor of the
Action Plan is a vote for individual, family and community
attitudes and actions which are the building blocks for an
environment of zero tolerance for alcohol and drug abuse.
