HomeMy WebLinkAboutMINUTES - 03131990 - EP.1 TO: BOARD OF SUPERVISORS r` FROM: Economic Progress Committee ,�� _-___`•.-�, Supervisors Powers and Schroder Conl DATE: March 8, 1990 " Court SUBJECT: Activities to Enhance County Revenues r^ � " SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept the Economic Progress Committee report on activities to enhance county revenues including the following recommendations: Authorize the County Administrator to undertake a comprehensive analysis of all county fee and tax-financed services; Direct all county departments to submit any proposed sales of county-owned properties to the Community Development Director for determination on the consistency of the sale with the County' s economic enhancement policies; and, Direct the Community Development Department to ( 1) assess the potential of all county-owned and county special district properties for ongoing revenue production through public and/or private uses and ( 2) explore, and report to the Economic Progress Committee on, alternative organizational structures to most effectively carry out the County' s economic enhancement policies through . cooperative efforts with other jurisdictions and/or the private sector. BACKGROUND/REASONS FOR RECOMMENDATIONS On October 17, 1989 , the Board adopted policies, proposed by the Finance Committee, to enhance the County' s economic base. Coordination of those policies was assigned to the Community Development Department with oversight from the Economic Progress Committee. THE BOARD OF SUPERVISORS Auditor AND COUNTY ADMINISTRATOR Public Works General Services Private Industry Council Housing Authority BY D , DEPUTY The Economic Progress Committee has targeted completing a comprehensive economic development plan for the County by December, 1990. To date, the following actions have been completed and/or begun: ( 1 ) the County Administrator' s staff reported to our Committee on analyses of all fee and tax-financed services completed for the cities of Antioch, Pittsburg, and Richmond and recommended this analysis for the county; ( 2) the County Administrator' s staff are working with the Social Service Department and Health Services Department on procedures to maximize claiming for such eligibility programs as Medi-Cal; ( 3 ) the Interagency Coordinating Committee (Department Heads) met with our Committee on February 26th and began identifying revenue enhancing uses for County-owned and County special district properties in cooperative public/private partnerships; (4 ) the Community Development Department staff have (a) worked with the Real Property Division of Public Works to provide the Economic Progress Committee a report identifying all county-owned and county special district properties and their current uses; (b) prepared a summary of economic development activities and organizational structures in other jurisdictions; (c) begun exploring successful public/private partnership approaches to economic development in other jurisdictions and will examine the feasibility of such approaches in Contra Costa County; and, (d) begun assessment of currently planned uses of County-owned properties in cooperation with Public Works, General Services and other appropriate departments.
