Hoffman f ' ' Solid Waste Manager Costa n DATE: March 13, 1990 '�� rty o•.• SUBJECT: Task Force for Integrated Waste Management Plan SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Adopt the Resolution approving the membership of the Integrated Waste Management Plan Task Force; reconstitute the Solid. Waste Commission as the nucleus of the Task Force and express appreciation to the Commission for their past assistance and advice; request the cities to consider approving a 22-member Task Force with an additional Board representative and a representative of Richmond; and request the Environmental Affairs Committee to recommend appointees for the unfilled seats of the Task Force for the Board's consideration. FINANCIAL IMPACT AB 939 requires that the County convene the Task Force and allows use of the landfill tipping fee to finance staffing. The current landfill tipping fee includes a Task Force staffing component. AB 939 does not allow the use of the landfill tipping fee to finance staffing of the Solid Waste Commission. BACKGROUND/REASONS FOR RECOMMENDATION Under AB 939, a majority . of cities with a majority of the population and the Board of Supervisors must approve the membership of the Task Force. The cities of Antioch, Brentwood, Clayton, Concord, Danville, Lafayette, Martinez, Orinda, Pittsburg, Pleasant Hill, Richmond, San Pablo, San Ramon and Walnut Creek have approved resolutions establishing a 20-member Task Force. After the membership was reviewed by the Board of Supervisors and recommended by the Mayors Conference for approval, the City of Richmond suggested that an additional member be added to the Task Force representing the City of Richmond. On February 27, 1990 the Board of Supervisors concurred with the City of Richmond's position and suggested that an additional Board member be on the Task Force. So not to delay the formation of the Task Force, Staff suggests that the Board consider adopting the 20-member Task Force at this time. At the same time, the Board could recommend that the cities adopt a new resolution approving the membership of the expanded Task Force. CLERK OF THE BOARD OF Community Development SUPERVISORS AND COUNTY ADMINISTRATOR H5/taskl.bo / M382/7-83 BY DEPUTY The Solid Waste Commission has been the advisory body to the Board of Supervisors in all areas of solid waste. The Task Force has specific charges under state law which are directly related to the development and implementation of the new Integrated Waste Management Plan. This will be a monumental effort over the next few years, considering the short time frames and complex regulations governing the new Plan. When the Solid Waste Commission recommended that it become the nucleus of the new Task Force, it did not specify whether or not it expected to continue as a discrete body. From a logistical and financial perspective, it would seem best if the Commission were folded into the Task Force. Task Force bylaws could be constructed to allow consideration of referrals from the Board of Supervisors on a variety of issues. The Clerk of the Board administers a nomination process for appointments to Boards and Commissions. Staff has sent letters to a variety of organizations inviting nominations for Task Force members. H5/taskl.bo RESOLUTION OF THE COUNTY OF CONTRA COSTA ON MEMBERSHIP OF THE TASK FORCE FOR THE INTEGRATED WASTE MANAGEKENT PLAN RESOLUTION NO. 90/157 WHEREAS, AB 939 requires that each city and the County prepare and adopt a Source Reduction and Recycling Element on or before July 1, 1991 and that the County compile these Source Reduction and Recycling Elements and a county-wide Siting Element into a single document, the Integrated Waste Management Plan; WHEREAS, to assist in coordinating the development of the city Source Reduction and Recycling Elements and the Siting Element, the County is charged with convening a Task Force, by March 1, 1990, whose membership shall be determined by the Board of Supervisors and a majority of cities within the County with a majority of the population; WHEREAS, AB 939 specifically states that the Task Force may include representatives of the solid waste industry, environmental organizations, general public, special districts and affected governmental agencies; WHEREAS, the existing Solid Waste Commission is composed of'representatives of cities, sanitary districts and the public and has extensive experience in solid waste issues; WHEREAS, the Solid Waste Commission has considered the requirements of AB 939 regarding formation of the Task Force and after due deliberation recommended to the Board of Supervisors that the current Solid Waste Commission be reformed into the Task Force with an expanded membership to include city, county, solid waste industry, environmental organizations and public representatives. WHEREAS, the recommended membership of the Task Force acknowledges the experience of the Solid Waste Commission in dealing with solid waste matters at the same time as broadening the representation in accordance with AB 939. NOW, THEREFORE, BE IT RESOLVED that the County of Contra Costa designates the membership of the Integrated Waste Management Plan Task Force as follows: Two members - representing Eastern cities: Antioch, Pittsburg, Brentwood Two members - representing Western cities: El Cerrito, Hercules, Pinole, Richmond, San Pablo Two members - representing Central cities: Orinda, Clayton, Walnut Creek, Lafayette, Martinez, Moraga, Pleasant Hill, San Ramon, Danville One member - representing the City of Concord One member - representing the West Contra Costa Sanitary District One member - representing Delta Diablo Sanitary District One member - representing the Central Contra Costa Sanitary District One member - representing other sanitary districts: Byron, Mountain View, Crockett-Valona, Oakley, Kensington Community Services District, Rodeo Sanitary One member - representing the Mayors' Conference One member - representing the Board of Supervisors Three members - representing the public Two members - representing the solid waste industry Two members - representing environmental organizations FURTHER, the County of Contra Costa resolves that the process for selection of membership shall be appointed by the Board of Supervisors upon nomination by the representative organization(s) . FURTHER, BE IT RESOLVED that the County of Contra Costa hereby agrees that until and unless the representative organizations nominate representatives other than their current representatives to the Solid Waste Commission, those representatives shall become the representatives to the Task Force.
