THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 13 , 1990 by the following vote:
AYES: Supervisors Powers, McPeak, Torlakson and Fanden
NOES: None
ABSENT: Supervisor Schroder
ABSTAIN: None
SUBJECT: Hearing For Tentative Map Approval for Subdivision 7118
By Robert Pacini and ASPARA, Inc. In The Morgan Territory
Area.
On February 27, 1990, the Board of Supervisors deferred to this
date the decision on the referral by the Contra Costa County Planning
Commission on the request of Robert Pacini and ASPARA, Inc. to renew
an expired tentative map for subdivision map 7118 to divide 95+ acres
into 46 lots in a single family residential district with variances to
have less than the required lot width for two lots, lots seven and
eight, in the Morgan Territory.
Supervisor Torlakson commented on the material before the Board
dated March 12, 1990, commenting on certain studies to be done in lieu
of a new Environmental Impact Report, and certain conditions and
language to be added to the conditions of approval.
Supervisor Fanden requested clarification of the number of homes
in this proposal.
Supervisor Torlakson responded to Supervisor Fanden' s request and
discussed the alignment of the horse trail and the density of the
project. He moved approval in concept of the project with the
additional conditions and requested staff to bring back a list of
final conditions next week for Board consideration.
Supervisor McPeak seconded the motion.
Supervisor Powers commented on a letter he had received from a
Mr. Tom Fawcett expressing concerns. Supervisor Powers indicated that
he could not vote for the project.
Supervisor Fanden expressed reservations about the proposal.
Supervisor Torlakson suggested referring Mr. Fawcett' s letter to
County Counsel for review and requested staff, to report on the
compatibility of the proposal with the existing General Plan and the
General Plan update, and he recommended deferring decision on this
matter for a week.
Supervisor Fanden recommended deferring the decision for two
weeks.
Supervisor Torlakson commented that the applicant should begin a
biological study of the property.
Supervisor Fanden expressed concerns with development and water
supply in the area.
Supervisor Torlakson requested that staff bring back information
on applications in the area and he commented on the possibility of
proposing a moratorium in the Morgan Territory area until the General
Plan update is done in the vicinity, pending the outcome of the study
that had been called for previously and requested staff gather that
additional information for report to the Board.
Supervisor Torlakson moved to continue the decision on the above
matter to March 27, 1990.
IT IS BY THE. BOARD ORDERED that the decision on the request of
Robert Pacini (applicant) and ASPARA, Inc. (owner) to renew an expired
Tentative Map for Subdivision 7118 in the Morgan Territory is DEFERRED
to March 27, 1990.
