SUBJECT: Appropriate $10,000 from the Road Fund for a Tree Planting Program

1. Recommended Action:
Authorize the Public Works Director to appropriate $10,000 from the Road Fund (Org. #0676)
to purchase 800 to 1000 trees and establish a Tree Planting Program in the County
11. Financial Impact:
The $10,000 will be appropriated from Road Administration (Org. #0676) of the Road Fund,
which is the planning org. and not the capital improvements or maintenance portion of the road
fund. This appropriation will not effect the Public Works Department's maintenance or capital
programs.
Ill. Reasons for Recommendations and Background:
The Board of Supervisors has declared the month of April as Earth Month. Earth Month will
hopefully focus our awareness of how important the earth is and how we can improve the
conditions that mankind has imposed upon the earth and the environment. To this end it is
recommended that$10,000 be appropriated to establish a Tree Planting Program in the County.
The trees will be available to any citizen, City or community group who wishes to plant a tree
on a one for one matching basis. To maximize the benefits of the program and stimulate
participation in Earth Month, the program will furnish a tree free for anyone who will provide a
second "matching"tree (plant one tree, get one free). The trees will be given to anyone with the
stipulation that 1) a matching tree be provided; 2) the tree be planted in the right of way in

accordance with Public Works Department guidelines; 3) the trees be planted in areas with curb
and gutters; and 4) the fronting property owners sign a release promising to maintain and be
responsible for the trees.
The trees will be purchased in bulk and will be stored at the Sheriff's yard or the Maintenance
yard at the Marsh Creek facility. It is estimated that 800 to 1000 trees can be purchased which
will provide 150 to 200 trees for each Supervisorial District. Requests for the trees would be
handled through the Supervisors office. The Public Works Department will coordinate the
distribution of the trees to the Supervisors office for the requesting parties. The trees should be
ready for delivery sometime in April.
It is hoped that Community Groups, and particularly youth groups, such as the Boys Scouts,
Girl Scouts, and school groups can be involved in this program to heighten their awareness of
Earth Month and what the earth means to all of us.
This item was approved by the Transportation Committee on March 5, 1990.
IV. Consequences of Negative Action:
The Tree Planting Program would not be funded without the appropriation.

Urban Reforestation Activities/
I Tree Planting Project
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECONIIKENDATION
1 . Accept the report from the Chair of the Urban Reforestation
Committee regarding their activities, and commend the
committee for their continuing efforts.
2. Request that a shrubbery beautification element be
considered with the proposal for a tree planting project.
3. Authorize the establishment of a memorial fund for public
contributions for tree planting and maintenance, and request
the Comn, znity Development Department. and the County
Administrator' s Office to report to the Environmental
Affairs Committee on establishing such a fund.
BACKGROUND
The Chair of the Urban Reforestation Committee updated the
Environmental Affairs Committee on their activities at the
March 12 , 1990 meeting. The Urban Reforestation Commits •e scope
is to protect trees and to develop requirements for planting new
trees. The Urban Reforestation Committee is interested in
promoting the use of native vegetation, and in preventing the
destruction of trees during construction. The Committee is
drafting an urban reforestation ordinance which will be a model
for other areas.
Our Committee discussed the proposal for a one-to-one tree
planting project, and suggests the establishment of a memorial
fund for tree planting and maintenance. The tree planting
project should include consideration of shrubbery planting, such
as daffodil planting, at the entrances to some of our
communities.
