SUBJECT: LEGISLATION - AB 3012 (Speier)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONIlUENDATION':
Adopt a position of SUPPORT for AB 3012 by Assemblywoman Speier
which would establish pilot project sites in four urban counties
for a Family Drug Free Housing Pilot Project which would provide
onsite services to families with a history of substance abuse who
reside in a local housing authority project.
BACKGROUND:
Assemblywoman Speier has introduced AB 3012 which includes
findings and declarations noting that the current drug epidemic
has diminished the quality of life for many residents of housing
projects in large urban areas and that local housing authorities
cannot attack the drug epidemic on their own.
The bill would direct the State Department of Alcohol and Drug
Abuse Prevention to establish pilot project sites in four
suburban counties for the Family Drug Free Housing Pilot Project.
Counties chosen as project sites must do all of the following:
* Develop and implement a plan for interagency collaboration
to provide services to families with a history of substance
abuse who reside in local housing authority projects.
* These services shall be a continuation of treatment
services.

These services must be provided by onsite managers who
reside in the housing projects and provide support services
to recovering substance abusers and their families.
Schools of social work in cooperation with county welfare
departments providing onsite managers or community residents
providing peer counseling may perform these services.
Each pilot, project is to remain in operations for a period
of three years.
At the conclusion of the pilot project each county director
of social services and each county director of health
services must report to the Secretary of Health and Welfare
on the effect of onsite managers in accomplishing the
following outcomes:
Success in maintaining drug-free housing in a housing
authority setting.
Prevention of foster placements.
The effectiveness of the continuation of substance
abuse treatment within a housing program.
The State Department of Alcohol and Drug Abuse Prevention is
required to utilize funds otherwise available to it for alcohol
and drug programs to fund - this program. Local government
agencies may' provide additional resources for the pilot projects.
Passage and enactment of AB 3012 appears to have the potential to
assist the Board of Supervisors in furthering its war of drugs by
testing some additional methods of providing drug and alcohol
services in the setting of a housing authority. It is therefore
recommended that the Board - of Supervisors indicate its support
'for AB 3012 .
