BACKGROUND- Under current law there is no provision requiring a biennial survey of drug and alcohol use among pupils in the grades 7, 9, and 11. AB 2951 would provide for such a biennial survey. Specifically, AB 2951 would require the following: 1. The Superintendent of Public Instruction, in consultation with the Governor' s Policy Council on Alcohol and Drug Abuse, would be required to conduct a biennial survey of drug and alcohol use among pupils enrolled in grades 7, 9, and 11, beginning in the 1991-92 fiscal year. 2. The survey must be designed to assess the following: * The frequency and type of substance abuse. * The age of first use and intoxication. * Pertinent attitudes and experiences of pupils. SUPERVISORS AND COUNTY ADMINISTRATOR BYDEPUTY M382 (10/88) -2- The experience of pupils with school-based drug and alcohol prevention programs. * As an optional component, the survey may examine the risk factors associated with school dropouts. 3 . The survey is to be based on a statewide sample of pupils enrolled in grades 7 , 9, and 11 and is to be consistent with the surveys conducted by the Attorney General' s Office in the 1985-86, 1987-88 , and 1989-90 fiscal years. 4. The Superintendent of Public Instruction is required to release the findings of the survey on or before May 1 of each even-numbe"red year. 5. The Superintendent of Public Instruction is required to prepare a report on the survey and distribute it to the Legislature, the Governor, law enforcement agencies, school districts and interested members of the general public. 6. The survey is to be conducted in such a way that the confidentiality of participating school districts and individual pupils is maintained. The questionnaires and answer sheets are exempted from the public disclosure requirements of the Public Records Act. 7. Individuals reporting data pursuant to this bill are held free from liability for damages in any action based upon the use or misuse of pupil surveys that are mailed or otherwise transmitted to the Superintendent- or his or her designee. 8. The implementation of the requirements of the bill are made subject to the availability of funding in the Budget Act for 1991-92 and each subsequent year, or upon funding made available for those purposes under federal law. It appears that passage and enactment of AB 2951 would further the Board of Supervisors war on drugs by providing a solid base of information on the extent of drug and alcohol use and on the extent of progress in reducing the use of drugs and alcohol on the part of school children. It is therefore recommended that the Board of Supervisors indicate its support for AB 2951.
