SUBJECT: Approving Plans and Specifications for 1989 Guard Rail Replacement
Project No. 0672-6U2557-89, Orinda Area.
CP# 89-48.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Thursday, April 12, 1990, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code, and
DETERMINE that the project is exempt from CEQA requirements as a Class 1D Categorical
Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
Find that the project will not have a significant effect on the environment, and
DIRECT the Director of Community Development to file a Notice of Determination with the County
Clerk.

II: FINANCIAL IMPACT:
The estimated contract cost of the project is $104,100.00, funded by Road Funds (100%)
III. Reasons for Recommendations and Background:
The project is needed to upgrade existing guard rails to meet state standards.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it will have negligible or no impact on the invironment (Section 15301).
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for
the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party upon
request.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, the guard rails will not be upgraded and the County
will continue to have liability for substandard guard rails.
