Bragdon Director of Community Development DATE: January 30, 1990 SUBJECT: Designate February 12-16 1990 as Commuter Connection Week and Recognize February 14th as Kiss 'N' Ride Day SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Designate February 12-16 , 1990 as Commuter Connection Week throughout Contra Costa County; and, Recognize Wednesday, February 14, 1990 (Valentine' s Day) as Kiss 'N' Ride Day in Contra Costa County. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS As part of the efforts to reduce traffic by 100 on I-680/24 during the -Improvement Construction, CALTRANS, County Connection, Tri Delta Transit, and Benicia Transit are sponsoring Commuter Connection Week in Contra Costa County - February 12-16, 1990 . The three transit agencies are providing free passes to Contra Costa Commuters for one bus ride on County Connection, Tri Delta Transit, or . Benicia Transit. The free passes are intended to encourage Contra Costa commuters to use transportation other than their own cars`.for commuting. CALTRANS construction on I-680, between Willow Pass Road in Concord and Marina Vista Avenue in Martinez, is scheduled to egin in February; 1990 (this month) . While CALTRANS has announced financial shortages, the I-680-24 improvements are a part of the Federal Interstate Improvement Program and have a high priority. Completion of all the I-680/24 improvements is expected to take seven (7) years. During construction reduced vehicle capacity and increased traffic congestion must be expected. Use of carpooling, vanpooling, and public transit by commuters will be crucial to avoid gridlock. Additionally, use of carpooling, vanpooling, and public transit is critical throughout the Bay Area as a measure to alleviate air pollution.
