FINANCIAL IMPACT: None. BACKGROUND: At the ' January 29 , 1990, Environmental Affairs Committee, the Committee discussed the possibility of establishing a multi- material recycling program at County institutions, such as Merrithew Memorial Hospital and Juvenile Hall. Contra Costa County is one of the largest employers in the county, and the Committee telt that the County should be a role model with recycling programs. A multi-material recycling program where proceeds are returned to the respective institution may prove to be a feasible method of establishing additional recycling programs without the cost for County personnel that is incurred with the County white paper recycling program.
