THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

SUBJECT: GBF Task Force Status Report
The Board received the attached report dated February 1,
1990 from Wendel Brunner, Health Services Department, relative to
activities of the GBF Task Force.
Board members discussed the need for coordination of the
hazardous waste site clean-up and the closure of the landfill site.
Supervisor Torlakson commented on area residents '
concerns relative to Federal Housing Administration (FHA) policy in
the area.
After further discussion, IT IS BY THE BOARD ORDERED
that the following actions are APPROVED:
1. ACCEPTED status report from Health Services Department
on activities of the GBF Task Force;
2. DIRECTED County Administrator to coordinate clean-up and
closure of the site; and
3 . REQUESTED County Administrator to write letter to the
FHA requesting loan policy clarification for homes in
the vicinity of landfills.

SUBJECT: Status Report GBF Task Force
SPECIFIC REQUESTS) OR RECOMMENDATION(S) B BACIQsROUND AND -JUSTIFICATION
RECOMMENDED ACTION: Accept report on GBF Task Force from the
Health Services Director.
BACKGROUND: The GBF landfill. site in Antioch had been used for the
disposal of hazardous materials until 1974, when it was closed
under the direction of the State Department of Health Services
(SDOHS) and the Regional Water Quality Control Board (RWQCB) . In
May of 1986, six deep groundwater monitoring wells were installed
at the GBF site under new Calderon legislation which required
monitoring of groundwater in the vicinity- of toxic waste sites .
Samples from the monitoring wells collected in August, 1986
indicated significant contamination of groundwater in the immediate
vicinity of the site by toxic chemicals .
The Contra Costa County Health Services Department learned of these
well results in September, 1986, although official notification
from Central Valley RWQCB did not occur until October. The Health
Services Department surveyed existing domestic wells for toxic
chemical contamination, obtained measurements of ambient air for
toxic contamination with the assistance of the Bay Area Air Quality
Management District (BAAQMD) I evaluated the groundwater in Marklee
Creek_, and monitored for soil gas migration off site. Based on
those results, `the Health Services Department determined there was
no immediate threat to public health from the groundwater
contamination.`
On January 20,, 1987 the Contra Costa County Board of Supervisors
established a Containment and Cleanup Coordinating Committee to
monitor test results and cleanup efforts at the old I .T. hazardous
waste dump site in Antioch. That committee included
representatives of the Board of Supervisors, Antioch City Council,
Hazardous Materials Commission, local citizens, Health Services,
SDOHS, BAAQMD, and Central Valley RWQCB. This committee has become
known as the GBF Task Force, and has invited other agencies and
individuals - to participate as appropriate, including the
Environmental Protection Agency (EPA) , citizens' groups, and
representatives of the potential site responsible parties (PRPs )
involved in coordinating the cleanup. /

In the intervening three years, the GBF Task Force has held ten
meetings to help coordinate the activities of the regulatory
agencies and to facilitate the effective participation of the PRPs .
An additional six meetings were held with staff of the Contra Costa
County Health Services Department, regulatory agencies, and PRPs .
On October 7, 1987 the SDOHS convened a meeting of the major PRPs
to discuss the Remedial Action Order issued by the SDOHS on the
GBF/Pittsburg landfill. That meeting set the basis for developing
an independent coordinating committee of the PRFs to meet their
responsibility in remediating the site. I.T. Corporation was
selected by the PRPs to coordinate the respondents' group.
Some additional work has been undertaken to further characterize
GBF as a toxic waste site. Additional wells for off site
monitoring were added and results of groundwater sampling from
those new wells were available in June, 1988. A pilot program to
sample soil gas for trace toxic contaminants was completed in
January, 1989, and deep exploratory borings to further characterize
the hydrogeology and strata under the site were done in February
of that year.
Further substantive work in characterizing the site has been
minimal . Much of the delay has apparently been due to the
extensive process involved in 'coordinating the activities of more
than 50 PRPs and submitting and having approved by SDOHS a work
plan for characterization of the site. The work plan for the
Remedial Investigation Feasibility Study, which will characterize
the site, was conditionally approved by SDOHS last fall. The
respondents' group, according to Ira Thierer from I. T.
Corporation, has just completed arrangements among themselves for
financing and have contracted with the Mark Group Engineers and
Geologists to begin field work in March. A representative from the
Mark Group at the last GBF Task Force meeting said that it would
take ten months to characterize the site once field work begins .
In addition to the above activities, the County Health Services
Department has contracted with SDOHS to implement a community
information plan under the State Superfund program. The County
Health Services Department has sponsored two community meetings
under that contract, one in April, 1988 and the second in June,
1989 . In addition, regular newsletters. concerning the site and the
remediation activities are distributed to the surrounding
community.
The GBF Task Force will continue to meet, and will monitor progress
between meetings with regular monthly reports prepared by staff of
the Contra Costa County Health Services Department and the
regulatory agencies.
