SPECIFIC REQUESTS) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS;
Accept the recommendations from both the Pleasant Hill B.A.R.T.
Station Area TSM Advisory Committee and the Steering Committee to
allocate $37 ,500 from the P.H. B.A.R.T. Station Area Assessment
District TSM Fund as the 30% local matching money for the State
Vanpool Acquisition Grant Program established under SB1317
(Seymour) ; and,
Authorize the Community Development Director to release the 30%
local match up to a maximum of $37,500 ( 1) when CALTRANS accepts
the. Vanpool Acquisition Grant submitted by the Contra Costa Centre
Association and', (2) the Association purchases the five (5) vans.
FISCAL IMPACT
None. No County General Fund monies are affected. The TSM Fund
was established under the P.H. B.A.R.T. Station Area Assessment
District expressly to fund measures reducing traffic in the Station
area.
BACKGROUND/REASONS FOR RECOMMENDATIONS
As part of the Pleasant Hill B.A.R.T. Station Area Assessment
District fees were levied to reduce traffic impacts in the area.
The TSM Advisory Committee has advocated use of vans for employees
commuting into the area. Additionally, in May, 1989 the Board
accepted the TSM Advisory Committee' s proposed TSM program which
included a vanpool component.

SB1317 (Seymour) established a State Grant Program for private
businesses to purchase vans as a TSM measure. This State Vanpool
Acquisition Program allows both loans and grants to private
businesses. Under this Grant Program, the State will fund 70% of
the purchase price of the vans with a 30% local match. Insurance
and liability costs must also be provided locally.
The Contra Costa Centre Association has . submitted a grant
application for `five ( 5) vans for employees commuting from
Antioch/Pittsburg or Benicia/Vallejo into the Contra Costa Centre.
The Centre Association intends the program to be self-supporting
with insurance, liability, and maintenance costs included as part
of the fees charged to riders.
On January 10, 1990 the TSM Advisory Committee unanimously voted to
recommend to the Board use of $37,500 from the P.H. B.A.R.T. Area
TSM Fund as the 30% local match under the Vanpool Acquisition Grant
Program. On January 12, 1990 the P.H. B.A.R.T. Station Area
Steering Committee unanimously supported the TSM Committee's
recommendation.
The cost of each van will be approximately $25,000; the total cost
for five ( 5) vans will be $125,000. The 70% State portion is
$87 ,500 and the 30% local match is $37,500.
Each van will accommodate 12 employees commuting into the Contra
Costa Centre. These initial five ( 5) vans will transport
a total of 60 employees. The 60 employees would be 3.7% of the
total 1600 employees now in the Contra Costa Centre. Currently,
18.1% of the employees in the Contra Costa Centre use other than
single occupant vehicles for their commutes. This 18.1% could be
expected to increase by 3.7% through the use of the vanpool
program.
