Bragdon C )sta Director of Community Development County DATE: January 30, 1990 SUBJECT: TSM Ordinances - Annual Report SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Direct the Community Development Director to work with the Transportation Committee to recruit and appoint, within 60 days, the Countywide TSM Advisory Committee comprised of representatives as follows-one member from labor, one member from the transit operators in Contra Costa County, two office complex sponsors nominated by the Contra Costa Council, and three employer members - nominated by the West Contra Costa Council of Industry and the Industrial Association of Contra Costa; and, . Direct the Countywide TSM Advisory Committee to report to the Transportation Committee, within 90 days of its convening, the following - target TSM goals for each office complex/employer covered by the TSM ordinance, proposed actions which each complex sponsor/employer may take to attain the TSM targets, and a marketing program on TSM measures for those covered by the Ordinance and for the .public. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS Contra Costa County adopted two TSM Ordinances in 1987-one for the Pleasant Hill 'B.A.R.T. Station Area and one for the other unincorporated areas of the County. Contra Costa County' s TSM Ordinances have become Model Ordinances throughout the Bay Area based upon endorsement from the Bay Area Air Quality Control Board and the Contra Costa Transportation Authority. The first TSM Report for the Pleasant Hill B.A.R.T. Station was submitted in 1989. It showed that 18.1% of the 1600 employees currently working in the area are using alternative commute modes such as carpooling, walking, public transit; or bicycle. The implementation of a vanpool program, under the State' s Vanpool Acquisition Program, is expected to increase the current TSM rate by 3%, bringing Iit to 21.1%. The full report on TSM Ordinance compliance in the Pleasant Hill B.A.R.T. Station Area will be submitted separately. I� This report is the first report on compliance with the Countywide TSM Ordinance. Seventeen employers were determined to be located in unincorporated areas and covered by the countywide TSM Ordinance. The attached chart shows the employers and TSM information. Five employers have more than 100-employees and are not 24-operations. Among these five employers, the use of other than single occupant vehicle 'for commuting ranged from 0% to 11%. Establishment ofthe Countywide TSM Advisory Committee will provide direct employer/,employee assistance in working with these employers to set TSM goals and implement activities to attain the goals. All new residential projects of 13 or more dwelling units as well as new commercial/industrial uses have been reviewed for compliance during the past year. Attached is a list of the projects reviewed for TSM programs!. Presently, a new procedure is being developed to ensure acceptance of TSM Information Programs in residential projects and of TSM Programs in commercial complexes at the time applications are' made for Building Permits; a letter of acceptance by the TSM Coordinator must now accompany such applications.
