HomeMy WebLinkAboutMINUTES - 02061990 - 1.62 /-�-2 THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3574 ADOPTING OPERATING BUDGET FOR FISCAL YEAR ENDING MARCH 31, 1991 FOR CONVENTIONAL PROGRAM WHEREAS, the Department of Housing and Urban Development and the Annual Contributions Contract between the Housing Authority of the County of Contra Costa and the Department of Housing and Urban Development requires that the Housing Authority shall prepare, adopt and submit to the Department of Housing and Urban Development for its review and approval an annual budget prepared in accordance with Performance Funding; and, WHEREAS, the Staff has prepared and submitted to the Board of Commissioners for their review and approval a proposed operating budget for the Conventional Program . for the indicated fiscal year: NOW, THEREFORE, BE IT RESOLVED after review of said budget submission, the following determinations are made: a. That proposed expenditures are necessary in the efficient and economic operation of housing for the purpose of serving low- income families. b. That the financial plan is reasonable in that it is prepared in accordance with Performance Funding. c. That all proposed charges and expenditures will be consistent with provisions of law and the Annual Contributions Contract. d. That no PHA employee reflected in the Operating Budget is serving in a variety of positions which will exceed 100% allocation of his./her time, as required in Paragraph 2-6 and Exhibit 2-7 of the Financial Management Handbook, 7475 . 1, REV. The Board of Commissioners hereby adopts and approves the Operating Budget for its Conventional Program for the indicated Fiscal Year and authorizes submission of said budget to the Department of Housing and Urban Development. RECOMMENDED ACTION: Adopt Resolution No. 3574, indicating review and approval of the 1990/91 Operating Budget for Housing Authority Owned Rental Housing units, as recommended1by the Advisory Housing Commission. II . FINANCIAL IMPACT: The total operating expense for the 1990/91 budget is estimated at $3,898,740, with operating subsidy from HUD estimated to be $1, 178,596 for the 1990/91 fiscal year. III. REASONS FOR RECOMMENDATION/BACKGROUND: Overall, the operating budget for the conventional public housing program is a balanced budget as it would provide for $7,856 in the Public Housing Operating Reserve. By March 31, 1991 the Public Housing Operating Reserve would be $1, 142,094 . Some of the major points concerning this budget include: 1. The total operating expense for the 1990/91 Public Housing budget is estimated at $3,898,740 and represents a increase of $323,620 from the 1989/90 revised budget amount of $3,575, 130. 2 . The average rent paid per public housing dwelling unit is expected to increase to $190.45. This represents an increase of $1 . 15 per unit .;or a 1% increase in average rent paid by tenants. 3. The public housing operating subsidy from HUD is expected to be $1, 178,596 for the 1990/91 fiscal year, or $86.23 per unit. This represents' an increase of $176,310•, or $12 .96 per unit. 4 . A total of ,$34,800 has been budgeted to complete eight extraordinary maintenance work items, with the full amount being funded from the public housing budget. A total of $113,380 has been budgeted for various equipment and vehicle purchases with $61,410 of the $113,380 funded -from the public housing budget and the remaining $51,970 being funded from the Housing Voucher and Moderate Rehab Programs. 6. A total of $100,000 each is budgeted from the Section 8 and Local Management Fund budgets to pay for a portion of the construction of the Child Care Center at West Pittsburg. 7 . In . the area of personnel, the following items are proposed: A. Abolish the maintenance worker/messenger position at the Martinez housing development. B. Project a 5% cost-of-living salary increase effective July 1, 1990 for all clerical, maintenance, and management staff and a 1% comparable worth adjustment for all clerical personnel effective January 1, 1991, as agreed in labor negotiations and County comparability. On January 29, 1990 the Budget Committee of the Advisory Housing Commission met to review the proposed 1990-91 operating budget and approved the submission of the budget to the Advisory Housing Commission for adoption. On January 29, 1990 the Advisory Housing Commission voted to recommend adoption of Resolution No. 3574 adopting the operating budget for the Fiscal Year ending March 31, 1991 for the Conventional Program and to forward its recommendation to the Board of Commissioners for review and adoption, with submission of Resolution No. 3574 and the 1990-91 Operating Budget for the Conventional Program to the Department of Housing and Urban Development for review and approval. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3574 adopting the Operating Budget for the Fiscal Year ending March 31, 1991 for the Conventional Program, the Housing Authority of the County of Contra Costa would not be eligible for HUD operating subsidies for Fiscal Year 1990/91 and would be in violation of HUD mandated budget procedures.
