HomeMy WebLinkAboutMINUTES - 02061990 - 1.61 THE BOARD OF COMMISSIONERS HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3572 AUTHORIZING EXECUTION OF STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT HOUSING ASSISTANCE PAYMENTS PROGRAM CONTRACT, AMENDMENT NO. 9 - SECTION 8 AFTERCARE HOUSING, ASSISTANCE. PAYMENTS PROGRAM . WHEREAS, the Housing Authority ,of the County of Contra Costa and the State of California Department of Housing and Community Development entered into a Housing Assistance Payments Program Contract for the Section 8 Aftercare Program; and, WHEREAS, the Department of Housing and Community Develoment has offered the Housing Authority of the County of Contra Costa an amendment to the existing Contract which will add additional dwelling units to the Section 8 Aftercare Housing Assistance Payments Program currently in place: NOW, THEREFORE, BE IT RESOLVED, as follows: 1. That the Board of Commissioners of the Housing Authority of the County of Contra Costa does hereby approve and accept Contract No. 88-HAP-623-A8-1, Amendment No. 9, in the amount of $300, 000. 2 . That the Executive Director is hereby authorized and directed to execute five counterparts of the "Standard Form Agreement" on behalf of the Housing Authority of the CountyofContra Costa, and is hereby authorized to impress and attest the official seal of the Housing Authority on each such counterpart and to forward such executed counterparts, or any of them, to the State of California Department of Housing and Community Development together with such other documents evidencing the approval and authorizing the execution thereof as may be required by the State. 3. This resolution shall take effect immediately. NOW* THEREFORE, BE IT RESOLVED by the Board of Directors of the Central Centra Costa Sanitary District as follows: THAT Exhibit A, Designated Positions and Disclosure Categories of the Central Contra Costa Sanitary District Conflict of Interest Code, a copy of which is attached, is hereby approved and adopted for the District, subject to approval by the Board of Supervisors of the County of Contra Costa; and THAT the Secretary of the District is hereby authorized and instructed to submit a copy of such Code amendment to the Board of Supervisors of the County of Contra Costa and to request the Board of Supervisors to approve said Code amendment in accordance with Government Code Section 87303. RECOMMENDED ACTION: ADOPT Resolution No. 3572 authorizing execution of Amendment No. 9 to the Section 8 Aftercare Program Housing Assistance Payments Program Contract HAP-623-A8-1, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Contract authority in the amount of $300, 000 to cover housing assistance rental payments and all administrative fees for additional units for the Section 8 Aftercare Program will be provided by the State of California Department of Housing and Community Development (HCD) . III. REASONS FOR RECOMMENDATION/BACKGROUND: The Housing Authority has received a letter from Patricia R. Baker, Administrative Coordinator, Housing Assistance Program, Department of Housing and Community Development, increasing the annual contract allocation to $757,728. This $300,000 is an addition to the Housing Authority's existing Section 8 Aftercare Housing. Assistance Payments Program. At its regular meeting on Monday, January 29, 1990 the Advisory Housing Commission voted to recommend adoption of Resolution No. 3572 authorizing execution of Amendment No. 9 to HCD Contract HAP-623-A8-1. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioner elect to not adopt Resolution No. 3572 authorizing execution of Amendment No. 9 to the Housing Assistance Payments Program Contract, the Housing Authority would forfeit $300,000 for use in the Section 8 Aftercare Program.
