SUBJECT: UNREINFORCED MASONRY BUILDINGS SURVEY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Acknowledge receipt of Building Inspection's survey of potentially hazardous
buildings within the jurisdiction of Contra Costa County, and filing with the
State Seismic Commission pursuant to Senate Bill 547 .
BACKGROUND:
The County is in compliance with legislation passed July 3 , 1986. Pursuant
to Senate Bill 547, commonly known as the "unreinforced masonry law",
Building Inspection filed with the State Seismic Safety Commission the status
of the department's survey of potentially hazardous buildings in' the County.
The survey resulted in a list of sixty-six (66) potentially hazardous
buildings within County jurisdiction, which covers the unincorporated areas
of the County and contract cities of Clayton, Lafayette, Moraga and Orinda.
Owners of the buildings have been notified that their buildings are on the
list.
Attached is a copy of the letter to the Seismic Safety Commission, a list of
the potentially hazardous buildings, and a sample copy of the letter mailed
to the owners.

Dear
Widespread concerns over earthquake safety caused the State
Legislature to pass Senate Bill 547 in 1986. This law requires
Contra Costa County to create a. list of "potentially hazardous
buildings" that identifies certain buildings which contain walls
constructed of brick or other masonry materials, and which do not
have steel bars embedded in the walls. Such buildings, commonly
called "unreinforced masonry buildings", may not withstand
earthquakes well, and they have caused many injuries and deaths in
large earthquakes.
The State has encouraged local jurisdictions to enact mitigation
programs to reduce the hazard posed by these buildings. Contra
Costa County is in the process of developing such a mitigation
program.
The Building Inspection Department of Contra Costa County has
compiled a list of potentially hazardous buildings. The building
referenced above, of which you are the recorded owner, is on this
list.
Before this list of potentially hazardous buildings is finalized,
the Building Inspection Department wants to be sure the list is
accurate. Please provide information concerning your building on
the attached form and return the form to this Department within
four weeks.

Dear Mr. Turner:
We have completed our survey of potentially hazardous buildings.
Attached is a list of 66 potentially hazardous buildings within our
jurisdiction. Our jurisdiction covers the unincorporated areas of
Contra Costa County and cities of Clayton, Lafayette, Moraga and
Orinda. We are currently developing a mitigation program to. reduce
the hazard of these buildings. We will begin notifying the owners
of these buildings in the near future. Once the mitigation program
is finalized, we will notify the Commission.
