Acknowledge receipt of the attached report from the County Administrator's Office identifying the amount of the West County Justice Center construction project which involves supplies and . equipment manufactured in the United States. 2. Remove this item as a referral to our Committee. BACKGROUND: On January 10, 1989 the Board of Supervisors asked our Committee to monitor the amount of the supplies and equipment for the West County Justice Center which are American-made. On July 10, 1989 our Committee received and reviewed the attached report from the County Administrator's Office in response to the Board's referral. Foreign manufactured goods represent approximately 4% - 5% of the total supply and equipment cost for the West County Justice Center. However, since only about 50% of the total project is for supplies and equipment the actual percentage of the total project budget which involves the purchase of foreign-manufactured goods is about 2% - 2.5%. FINANCIAL IMPACT None REASONS FOR RECOPPIENDATION/BACKGROUND In response to the Board of Supervisors ' desire to stimulate local anc American business sales as a result of its major jail construction project, the West County Justice Center bidding documents required as a condition of award that the contractor disclose his intention and those of his subcontractors to purchase building supplies and equipment from Americar. businesses and manufacturers. The contractor complied . with this requirement. In January, the contractor was asked to submit a list of products used that are manufactured by non-American companies and theiz approximate dollar value. The response from Walsh Construction Company to the County' s request list: a total of $701,500 in non-American products. Of this total , three specified items (security windows , pneumatic tube and infra-red securit) system) total $696,600. For this project, the contractor estimates that 50-60% of the tots] contract bid was for construction materials. The base bid was $28, 947, 000 ; therefore materials totalled approximately $14,500,000 - $17,000, 000 . The percentage of foreign manufactured goods is in the 4 - 5% range.
