Authorize the Health Services Director to prepare a contract with the Drowning Prevention Foundation,P.O.Box 202,Alamo,CA 94507 in the amount of the fees which have been collected to date from the imposition of the $5 fee on each new swimming pool building permit (approximately$1335)for the purpose of supporting the work on the Foundation and return the contract to the Board of Supervisors for their consideration following its approval as to form by the County Counsel's Office or the Health Services Department's Contracts and Grants Unit. 2. Authorize the Health Services Director, in consultation with the Director of Building Inspection and County Counsel, to prepare and forward to the Board of Supervisors the documents which are necessary for the Board to increase the additional fee which is assessed on all building permits for new swimming pools in the unincorporated area of the County from $5 to $25. 3. Request the Child Injury Prevention Coalition to approach each city in Contra Costa County, indicating the need for drowning prevention services and information and urging that each city enact a fee schedule similar to the County's in order to assist the Drowning Prevention Founda- tion with their programs. Request the Director of Building Inspection to prepare a report to the Board of Supervisors reconciling the number of building permits which have been issued for new swimming pools with the fact that the amount of money collected represents a fee for only 267 permits during the past two years while the Building Inspector indicates he has issued some 445 building permits for swimming pools just during calendar year 1988. 5. Remove this item as a referral to our Committee. BACKGROUND: OnApril 18, 1989 the Board of Supervisors,on the recommendation of Supervisor McPeak,referred to our Committee the issue of how the funds which have been collected from building permits on new swimming pools should be distributed. Since 1987 the Building Inspector has been collecting a$5 fee for each building permit for a new swimming pool in the unincorporated area of the County. As of March 24, 1989 $1335 had been collected. As is indicated in the attached report from the Public Health Director, the Drowning Prevention Foundation is the only agency in the County which is dedicated to the prevention of drowning. They currently survive on private donations and grants and could certainly use the money the County has been collecting. Our Committee is also recommending that the Board consider increasing the fee from$5 to$25 per building permit for swimming pools. The current building permit for a pool runs $213.68 for the Building Inspection Department, plus a surcharge of $55.48 for the Community Development Department for a total of$269.16, not including the current $5 fee for drowning prevention. The Health Services Department also called to our Committee's attention the fact that in 1988 the Building Inspection Department issued building permits for 445 swimming pools whereas the fees being collected would imply that only 267 building permits have been issued in the past two years. While this may be explained by the fact that several cities contract with the Building Inspector and theirpermits may have been included in figure of 445 total permits issued,we would like the Director of Building Inspection to reconcile these figures for the Board's satisfaction. - 2 -
