SUBJECT: STATUS REPORT ON CODE ENFORCEMENT PROBLEMS
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATIONS:
1. Acknowledge receipt of this status report from our Committee on steps which have been taken
to enhance the County's code enforcement efforts.
2. Authorize the County Administrator's Office to continue their efforts to coordinate appropriate
response to code violation complaints with staff from the Community Development, Building
Inspection, Health Services, Public Works and Sheriff's Departments.
3. Approve the use of the attached form for recording code violation complaints and the action taken
on such complaints.
4. Request the County Administrator to issue a press release indicating that complaints of code
violations may be made by contacting John Gregory in the County Administrator's Office at 646-
4089.
5. Request the County Administrator's Office to provide our Committee a further status report on
this subject on October 9, 1989 at 10:45 A.M.

BACKGROUND:
On April 4, 1989, on the recommendation of Supervisor Torlakson, the issue of code enforcement
in the Bethel Island area was referred to our Committee. In that referral the County Administrator's
Office was asked to take the lead in reviewing complaints about the lack of attention being given
by the County to the continuing problems with code enforcement. The County Administrator was
asked to report on this issue to our Committee. The problem, however, does not exist solely in the
Bethel Island area. Code violations occur throughout the County and their prompt investigation and
resolution is one with which each Board Member has had to contend.
On July 10, 1989 our Committee met with John Gregory from the County Administrator's Office.
Mr. Gregory reported that he has been meeting with staff from all of the involved departments in
an effort to more closely coordinate the efforts of the staff from all of the departments which have
a role in various elements of the code enforcement issue. While there are also problems with
insufficient funding and staff, coordination has also been lacking. When code violations involve
more than one department it is difficult to achieve adequate coordination and designate a lead
agency.
Mr.Gregory also reported that as a result of the meetings which have been held the following strategy
has been agreed on:
O The attached form will be used as a means of referring code violations to the proper staff,track
action on the complaint and provide a data base for reporting back to Board Members on
actions which have been taken in their districts with code violation complaints.
d Staff will track and document present County code enforcement efforts to determine their
overall effectiveness and highlight continuing problem areas.
4 A Special Events Ordinance has been drafted and is presently undergoing review by the
County Counsel's office. This ordinance will be presented to the Board in a few weeks. Its
adoption will help govern special events such as festivals, parades and concerts which are a
prime source of code violations and compliance problems.
O The County Administrator's Office and the involved departments will be discussing the use
of the Land Information System (LIS) as a tracking and referral tool for code enforcement
activities.
4 Methods are being explored to determine a mechanism for providing additional funds for the
code enforcement program until such time as a new landfill is operational, at which time we
expect that revenue from the landfill will allow the County to increase its code enforcement
efforts on a permanent basis.
We are pleased to see the progress that has been made in increasing the communication and
coordination among all of the involved departments. We want the County Administrator's Office
to continue the current efforts and provide our Committee with a further status report in October,
after the attached form has been in use for a while. We believe that having one central point to which
all such complaint calls can be referred will be less confusing for the public and will provide a central
point for tracking and responding to code enforcement complaints.
