Direct the County Administrator to obtain and forward to our Committee as soon as it is available a copy of the report made to DRCC by the Schema Corporation, the consultant DRCC has hired to advise them on future changes which should be made in the operation of DRCC. 2. Based on the report made by the Schema Corporation,comments by agencies which participate in the operation of DRCC and of those agencies which receive services from DRCC as well as on his own conclusions, direct the County Administrator to prepare and forward a report to our Committee which we can discuss with all involved parties on October 23, 1989 at 10:00 A.M. 3. Direct the County Administrator to advise all interested and involved parties of the meeting of our Committee on October 23, 1989 so that they have an opportunity to provide their advice and comments to our Committee. 4. Request the County Administrator to make his report available to our Committee and all other involved and interested parties by October 1, 1989 if at all possible so that all agencies have an adequate opportunity to review and comment on the report before it is considered by our Committee. 5. Request the Director of Personnel to report to our Committee in writing by August 10, 1989 on the number of Dispatcher vacancies which existed on February 1, 1989, the number of names that have been certified to the Sheriff for Dispatcher vacancies on a monthly basis between February 1, 1989 and July 31, 1989, the number of individuals who have been hired as Dispatchers on a monthly basis since February 1, 1989, the number of Dispatchers who have resigned, retired or otherwise left positions as Dispatchers on a monthly basis since February 1, 1989 and the number of vacancies which existed on the first of each month since February 1, 1989 and any other data which will assist in explaining the reason for a continuing high vacancy rate in the Dispatcher classification. Request the Director of Personnel and the Sheriff to report to our Committee again on October 23, 1989 on the steps which have been taken to improve the vacancy rate in the Dispatcher classification and provide our Committee with theirestimate of the rate at which the vacancy rate will be reduced over the period from October 1, 1989 to March 31, 1990. BACKGROUND: On December 20, 1988 the Board of Supervisors approved a series of recommendations from the 1988 Internal Operations Committee and referred the question of the County's future involvement in DRCC to our Committee. The County Administrator was asked to make a report to our Committee by May 31, 1989 which we could consider during July, 1989. In the meantime,DRCC's Operating Committee has contracted with an outside consulting firm to review their operations and provide them with recommendations. Based on a recommendation from the County Administrator's Office our Committee recommended to the Board of S upervi cors on February 28,1989 that we await the consultant's report before making any further substantive decisions regarding the County's continued participation in DRCC. As a precaution,and to preserve the Board of Supervisors options,the Board has provided the required one year's notice to DRCC of the County's intention to withdraw from DRCC effective June 30, 1990. This decision, can, however, be reviewed and altered in the coming months. The consultant's report is expected to be provided to DRCC within a few days. We are asking that the consultant's report be made available to our Committee as well as all interested parties and agencies and that the County Administrator provide his own independent report to our Committee on October 23, 1989. Following that meeting we anticipate being able to make a final recommendation to the Board of Supervisors on what action should be taken regarding the future of the County's participation in DRCC. The Personnel Department and the Sheriff also met with our Committee on July 10, 1989 to review the improvements that have been made in the recruitment, screening, testing, certification and retention of dispatchers. We are concerned,however,that thus far these steps have not made a significant impact on the vacancies in the Dispatcher classification. Whereas there were 15 vacant positions several months ago, there are now 12 vacancies. Much of the problem in keeping the Dispatcher positions filled is now laid to retention problems,with Dispatchers apparently leaving at almost the same rate that they are recruited. In view of the fact that it requires about six months to fully train a Dispatcher, long-term improvements in the vacancy rate will be slow. Our Committee suggested a goal of having a 50%reduction in vacancies within three months. The Sheriff's Office indicates that because of the training period this is not possible. Their estimate is that there may be a 30% - 35%reduction in vacancies within the next year. We are asking that our Committee be furnished with additional data within the next month on the number of names that are certified to the Sheriff,the number of individuals who are hired,the number of Dispatchers who resign and the numberof vacancies that remain unfilled by August 10, 1989 and that the Directorof Personnel and Sheriff report to our Committee again on this subject on October 23, 1989. - 2 -
