SUBJECT: APPROVE GROUND LEASE FOR FAMILY STRESS CENTER, 2086 COMMERCE
AVENUE, CONCORD
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
AUTHORIZE the Director of General Services to execute on
behalf of the County a ground lease with Family Stress Center
for the premises at 2086 Commerce Avenue, Concord, for
development of the Willie May and John Marshal Tyler
Building.
Grant an exception to Government Code Sections 4450 through
4456 as provided in Title 24, Section 2. 5103 deleting the
requirement for installation of an elevator.
Authorize the County Auditor-Controller to reimburse Family
Stress Center for a portion of the construction cost of the
new facility up to the full amount of the principle and
interest in Trust Account FS008192 of approximately
$310, 000. 00 upon receipt of payment requests certified by the
County Administrator and the General Services Department.
II. FINANCIAL IMPACT
The Hofmann Company has agreed to build the building for
$495,000. With permits, connection fees, architect and
engineer fees and other expenses of the project, the total
cost of the facility will be approximately $565, 000. The
Family Stress Center has in hand or pledged, including the
County' s contribution, sufficient funds to complete the
project. Relocating to this site will also eliminate the
cost of rent paid for the use of a school, building at 200
Harriet Lane in Pleasant Hill. There will be no impact on
the County General Fund.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND
In October, 1986 , the Board approved in concept the use of
the Commerce Avenue site and funds held in Trust from the
sale of the original building for the construction of a
permanent facility for the Family Stress Center. The
conditions of that conceptual approval have been met,
construction plans have been reviewed and approved, funds
have been raised and the project s now ready for
construction.
