BACKGROUND/REASONS FOR RECOMMENDATIONS
on February 14 , 1989, the Board of Supervisors authorized the
Director of Building Inspection to execute and transmit a
pre-application for federal assistance and the Chair of the Board
of Supervisors to execute any necessary resolutions,
certifications, assurances, and agreements to the Farmers Home
Administration (FmHA) under the Housing Preservation Grant Program.
As the County' s authorized representative and Chief Executive
Officer, the Chair is authorized to execute and transmit the
application and any related documents and to otherwise act for the
County in this matter. This board order provides for completing
the final step in the process - submission of the application and
all related documents needed to acquire the requested funds and
implement the proposed program.
The Neighborhood Preservation Program has already submitted a
pre-application under Section 533 of the Housing Act of 1949, 42
U.S.C. 1490 (m) for $135, 000 in funds to conduct a proposed Eastern
Contra Costa County Housing Preservation Grant Program. According
to FmHA' s Housing Preservation Grant Program, monies are available
to assist with the costs of providing repair, rehabilitation and
energy conservation improvements to single family housing. Funding
will be specifically targeted to the very low and low income
residents of Eastern Contra Costa County (East of Bridgehead Road)
for use in removing or correcting health or safety hazards or for
weatherizing their homes.
