Miner, Executive Director Contra Private Industry Council Costa DATE; June 28, 1989 Cj`„""`J SUBJECT: AUTHORIZE EXECUTION OF CITY OF RICHMOND CONTRACT (COUNTY #19 -3013-0) FOR SERVICES PROVIDED TO WORKERS DISPLACED AS A RESULT OF THE SAFEWAY FIRE SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: AUTHORIZE the Executive Director, Contra Costa Private Industry Council (PIC), to execute on behalf of the County, a $40,000 City of Richmond contract (County #19-3013-0) for the term beginning August 1, 1988 and ending July 31, 1989 for the provision of employment and training services to workers displaced as a result of the July 1988 fire at the Safeway Distribution Center in Richmond. II. FINANCIAL IMPACT: None; 100 percent federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: In July 1988 a fire at the Safeway Distribution Center in Richmond caused a mass layoff of approximately 600 workers. Due to the nature of the occurrence, there was no advance warning of layoff for the workers or those community agencies that assist dislocated workers. Working cooperatively with the Richmond PIC, we requested instructions from the State on how to access dislocated worker funds. The State decided that since the Safeway Distribution Center was located in Richmond, the Richmond PIC should be the lead agency and request the State grant, and the County PIC should be a subcontractor of the Richmond PIC to serve Central and East County residents displaced as a result of the fire. The State contracting process was slow and complex, somewhere around January 1989 Richmond received an approved grant for 1 August 88 through 31 July 1989. Both Richmond and the County PIC were authorized to utilize existing JTPA resources pending the execution of the Richmond grant and our subsequent contract or subgrant with Richmond. This contract will allow the County PIC to be reimbursed for the services provided to displaced Safeway employees on behalf of the Richmond PIC.
