SUBJECT: Letter in Support of S 905 to Senator Pete Wilson
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATIONS:
Authorize the Chair of the Board of Supervisors to send a letter to Senator Pete Wilson asking for
his support of S 905 to amend Title VI of the Communications Act of 1934 to restore the right of
local regulatory agencies to regulate cable television rates and for other purposes.
FINANCIAL IMPACT:
No financial impact to the County.
REASONS FOR RECOMMENDATION:
Senator Lieberman has introduced S 905 to restore the rights of cities and counties to regulate cable
rates, to review ownership patterns at renewal or transfer, and to re-establish must-carry
requirements. The National League of Cities supports this bill. Staff concurs that this bill is essential
in the absence of real competition to allow for the regulation of cable rates by responsible
Government agencies.
Since deregulation in 1982,our local cable companies have raised their rates between 44%and 86%.
Complaints about rates are second only to customer service complaints.
S 905 would enable local government to once again provide citizens with protection against
unreasonable and frequent cable rate increases in areas that lack ective co petition.
