FROM: INTERNAL OPERATIONS COMMITTEE ae e DATE: June 26, 1989 SUBJECT: STATUS REPORT ON DRUG AND ALCOHOL SUMMIT Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATIONS: 1. Accept this status report from the Internal Operations Committee on the status of planning for future drug and alcohol summits. 2. Request the Health Services Director to report to our Committee again on July 24, 1989 at 11:30 A.M. detailing the plans which are outlined below so our Committee can make some specific recommendations to the Board. 3. Leave this item on referral to our Committee. BACKGROUND: Several referrals have been made to our Committee addressing various aspects of the recently held Drug Summit I and Alcohol Summit I. These include a February 28, 1989 referral asking that our Committee follow-up on recommendations of Drug Summit L There is also a March 7, 1989 referral of a letter from the Chairman of Opportunity West, offering the services of Opportunity West in following up on the recommendations of Drug Summit I. There is also a March 14, 1989 referral requesting our Committee to develop an action plan for the War on Drugs in Contra Costa County resulting from the presentation which was made to the Board on the cocaine crisis. Finally, there is an April 25, 1989 referral asking our Committee to follow-up on Alcohol Summit I. On June 26, 1989 our Committee met with the Health Services Director and our Alcohol and Drug Program Chiefs. Mr. Finucane provided us an oral report which contained the following elements: 1. The Conference we have been referring to as Drug/Alcohol Summit II,to be held during Red Ribbon Week in October, 1989,will require more staff effort than is currently available to plan an appropriate program covering both drugs and alcohol. 2. As a result, the Conference this fall should be limited to drug programs and should be held during the week of October 22, 1989, probably on Saturday, October 28, 1989. 3. This Conference will provide a County perspective on the drug problem in this County during the morning session, and will showcase what cities in the County are doing in the drug education, prevention, treatment and law enforcement areas in the afternoon. 4. We are suggesting that the October, 1989 Conference be held in East County,possibly at Los Medanos College. 5. A two-day Conference combining drug and alcohol issues should be held during the early part of May, 1990 with the thought that the Action Plan may be on the ballot in June, 1990 for confirmation by the voters. This Conference might be held in conjunction with ABAG. Part of the focus of this Conference will be to address multi-county (regional) issues in the drug and alcohol area. 6. The May, 1990 Conference should be held in West County, probably at the Richmond Auditorium. 7. The May, 1990 Conference will require some additional staff support which the Health Services Director is to work out with the County Administrator. 8. We would like to invite Dr. C. Everett Koop, Surgeon General of the United States, to be the keynote speaker for the May, 1990 Conference. We anticipate having a complete written report from Mr. Finucane by July 7, 1989 which will detail the proposed program for both Conferences. We will review these proposed schedules with Mr. Finucane on July 24, 1989, following which we will have a more detailed report for the Board's consideration. CLUM:eh(io-lbo) - 2 -
