APPROVING CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL
SUBJECT: PREDESIGN SERVICES FOR REPLACEMENT HOSPITAL AT 2500 ALHAMBRA
AVENUE, MARTINEZ(WPE419)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
A. APPROVE a consulting services agreement with Kaplan,
McLaughlin,. Diaz, 222 Vallejo Street, San Francisco, for
architectural predesign services for replacement hospital
at 2500 Alhambra Avenue, Martinez .
B. AUTHORIZE the Director of General Services to execute the
agreement and to issue written authorizations for extra
work, provided that the cumulative total extra cost for all
such authorizations shall not exceed $25,000. 00. The
agreement will be effective July 11, 1989 and will provide
for architectural programming and master planning services,
with a payment limit of $340, 000. 00, which amount shall not
be exceeded without prior, written authorization by the
Director of General Services.
II. FINANCIAL IMPACT.
Funds are available within the hospital enterprise fund to cover
the amount encumbered by this agreement.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND.
A. On May 9, 1989, the Board approved five firms as highly
qualified to provide architectural services for the
replacement hospital and authorized the Director of General
Services to negotiate an appropriate agreement with the
firm listed first by the County Selection Committee.

III. REASONS FOR RECOMOMATIONS/BACKGROUND. (Continued)
B. Negotiations have been completed, and a consulting services
agreement for architectural functional and space
programming and site master planning has been prepared.
C. In a memorandum dated April 19, 1989, the Affirmative
Action Office reported that the consultant met or exceeded
the County MBE/WBE goals.
D. The services to be performed under this Agreement will
provide a detailed, room by room description of
requirements for the proposed replacement hospital; a
master plan for land use at the site; and a budget
estimate. These products of service will define the
project, will recommend a construction budget and serve as
the basis for design of the project. Completion of these
services is expected by the end of the year.
E. The County Administrator' s office has reviewed the
agreement with members of the Board designated to be
consulted on the negotiation process.
F. On successful completion of these services, if the project
is determined to be financially feasible and the Board
approves, the Consultant and the County can amend the
agreement or enter into a new agreement to include
further design services.
