RECOMMENDED ACTION:
AUTHORIZE the Public Works Director to execute a Consulting
Services Agreement with Hodges and Shutt for engineering services
related to the development of Contra Costa County-Byron. Airport.
AUTHORIZE the advancing of up to $170,000 for engineering costs for
this project until such time as a federal grant is received for
this project. Interest accruing to the Airport to be repaid after
July 1, 1990 .

FINANCIAL IMPACT:
This project is primarily funded through the Federal Aviation
Administration's Airport Improvement Program (AIP) . The FAA will
pay 90% and the Buchanan Field Airport Enterprise Fund will pay 10%
of the project cost. This project is a budgeted item.
These first phase engineering services will cost up to $170,000.
The total interest being assessed the Airport will have to be
funded 100% from the Airport Enterprise Fund since this is not an
eligible cost under the Federal Aid Program.
REASONS FOR RECOMMENDATION/BACKGROUND:
This project is for the preliminary engineering of the new Contra
Costa County-Byron Airport. There is considerable engineering
required prior to finalizing our grant request to the Federal
Aviation Administration (FAA) . This engineering requires
topographic mapping, geotechnical investigations, as well as
drainage, water, and sewer plans . Even though some work can be
deferred until later in the project, it is essential that certain
parts of it proceed prior to submitting our final application to
the FAA.
Buchanan Field Airport has been funding the development of Byron
Airport out of the Buchanan Field Airport Enterprise Fund. There
have been significant costs incurred to date in getting the Byron
Airport to its current status . The Airport has been maximizing the
FAA Airport Improvement Program, as well as obtaining loans from
the California Division of Aeronautics . None of the interest
charged to the Airport can be reimbursed under federal grants .
These interest charges reduce the available funding to operate and
develop both Buchanan Field Airport and Byron Airport.
•Once the engineering is completed, the final application will be
submitted to the FAA. It is anticipated that this application will
be submitted in September 1989 .
All engineering costs are eligible for reimbursement under the FAA
Airport Improvement Program (AIP) . Until approval of the grant,
however, no federal funds are available. It is anticipated that
the grant will be received by March 1990 . A second engineering
contract will be entered into at approximately the time the FAA
grant is received. This second contract will be for project
engineering and construction supervision.
The Environmental Impact Report was prepared for this project and
approved by the Board of Supervisors on June 3, 1986 .
A committee comprised of the Aviation Advisory Committee Chairman,
an Engineer from the County Public Works Department, and the
Manager of Airports interviewed five consulting firms for this
project. The consulting firm of Hodges and Shutt was selected
unanimously.
Hodges and Shutt exceeded the County's Disadvantaged Business
,Enterprise goal of 27% . They have been approved for selection by
the Affirmative Action Officer.
