SUBJECT: Authorize Execution of Modification to DOL Grant (County #19-4023-1) and
Authorize Execution of Service Provider Contract (#19-4025-0) with Battered
Women's Alternatives
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Authorize the Executive Director, Contra Costa County Private
Industry Council, to execute on behalf of the County, a grant
modification document (County #19-4023-1) to increase grant
amount from $50,000 to $100,000 and to extend the grant term
ending date from 6/29/89 to 6/29/90.
B. Authorize the Executive Director, Contra Costa County Private
Industry Council, to make non-substantive changes to said
document as may be required by DOL.
C. Authorize the Executive Director, Contra Costa County Private
Industry Council, to execute on behalf of the County, standard
form contract agreement (#19-4025-0) with Battered Women's
Alternatives, for the term beginning June 30, 1989 and ending
June 29, 1990 with a maximum payment limit of $46,500, as the
grant service provider to enable displaced homemakers who are
victims of domestic violence to become more successful in
obtaining jobs, job training and self sufficiency, subject to
approval by County Counsel as to legal form, and under terms
and conditions as more particularly set forth in said
contract.
II. FINANCIAL IMPACT:
None; 100 percent federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On April 18, 1988, the PIC agreed to co-sponsor a federal Job
Training Partnership Act (JTPA) Title IV discretionary grant
proposal with Battered Women's Alternatives (BWA) to provide
screening and referral services to 300 displaced homemakers who are
victims of domestic violence.
On June 23, 1988, the Department of Labor notified PIC staff the
proposal would be funded; and on July 12, 1988, the Board authorized
acceptance of the grant.

On June 19, 1989, the Department of Labor notified PIC staff the grant would be
extended for one year and the grant amount increased by $50,000, requiring the
return of the executed grant by June 29, 1989.
The Program goals are to provide assistance and resources to enable displaced
homemakers who are victims of domestic violence to become more successful in
obtaining jobs, obtaining job training and achieving self sufficiency through
PIC and alternate employment and training programs supplemented by BWA support
services. This grant modification and additional contract will allow for the
recruitment and assessment of 300 participants with the goal of referring 100
to.PIC programs, and providing counseling, job placement services and job finding
skills to all participants.
Federal grant funding is to be supplemented by BWA with $11,745 of agency
monetary funds and $8,728 of in-kind match.
