Department of Health and Human Services - Office of Minority Health SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize Larry Cohen, Prevention Program Director, to execute and submit to the U. S. Department of Health and Human Services - ,Office of Minority Health, Funding Application #29-382 requesting $200, 000 .of funding for a project entitled "Coalition Organized for Non-Violent Options for Youth (CONVOY) for a two-year project from September 1, 1989 through August 31, 1991. This project will focus on preventing homicide and assault among black youth in Richmond. II. FINANCIAL IMPACT: Approval of this agreement by the Office of Minority Health will result in $200, 000 of OMH Minority Community Health Coalition Demonstration Project funding, with first-year funding of $95, 000 and $105, 000 of federal funding for the second year of the project. A total of $29, 983 per year of in-kind contributions are to be provided by community agencies which are part of the grant's coalition. The County's in-kind contribution of $12 , 000 consists of existing program staff currently included in the budget. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: This program is needed because the homicide and assault rate among black youth is six to eight times greater than that of the overall population in Contra Costa County, with the number of black youth homicides rising consistently in Richmond. Funding Application #29-382 requests federal funding to implement a CONVOY project in the City of Richmond. CONVOY will consist of. community-based agencies, County Health Services, the Richmond School District, and local government. CONVOY activities will include: de-escalation/conflict management training for elementary and junior high youth; parental and care- giver support; professional training; community-wide education and events; and development of policy recommendations designed to institutionalize and redirect more resources into violence prevention efforts.
