SUBJECT: Request for Co-Sponsorship and Support of S 833
Specific Request(s) or Recommendations(s) & Background & Justification
Authorize the Chair of the Board of Supervisors to send a letter to Senator Pete Wilson asking for
his co-sponsorship and support of S 833 to reestablish the rights of counties to regulate cable rates
in areas with an absence of"real competition".
FINANCIAL IMPACT
No financial impact to the County.
REASONS FOR RECOMMENDATION
Senator Metzenbaum has introduced S 833 to reestablish the rights of cities and counties to regulate
basic cable rates in areas with an absence of real competition. The National League of Cities has
asked that we support the bill and ask Senator Wilson to co-sponsor it. Staff concurs that this bill
is essential in the absence of real competition to allow for regulation of basic cable rates by
responsible government agencies.
Since deregulation in 1982,our local cable companies have raised their rates between 44%and 86%.
Complaints about rates are second only to customer service complaints.
S 833 would enable local government to once again provide citizens with protection against
unreasonable and frequent cable rate increases in areas that lack effective competition.
