The Contra Costa County Redevelopment Agency RESOLVES THAT:
California Community Redevelopment Law (Health and Safety
Code Section 33000 et. seq. ) contains the requirement for
establishing a Redevelopment Project Area Committee (PAC) and
the qualifications for membership on a PAC.
The Contra Costa County Board of Supervisors (the "County" )
and the Contra Costa County Redevelopment Agency ( the
"Agency" ) desire to establish Guidelines for the adminis-
tration of the PACs that were created prior to January 1,
1989.
The County and Agency agree that the purpose of these
Guidelines is to provide an organizational framework for the .
administration of the PACs and that the requirements of
Community Redevelopment Law are not modified or eliminated by
adoption of these Guidelines. These Guidelines were prepared
in consultation with the PACs pursuant to Health & Safety
Code Section 33386 .
Contra Costa County Redevelopment Agency does hereby adopt
the Project Area Committee Guidelines attached hereto as
Exhibit A.

PROJECT AREA COMMITTEE GUIDELINES
SECTION I. SCOPE OF GUIDELINES
Health and Safety Code Section 33385 governs the formation of
a Redevelopment Project Area Committee (PAC) created after
January 1 , 1989 . The Contra Costa County Redevelopment Agency
(the "Agency" ) has three active PACs all of which were cre-
ated prior to January 1 , 1989 : the Pleasant Hill BART PAC;
the North Richmond PAC; and the West Pittsburg PAC. The PACs
are advisory with respect to redevelopment activity within
the boundaries established for their respective Redevelopment
Project Area. Pursuant to Health and Safety Code Section
33386 the Agency and the Contra Costa County Board of Super-
visors (the "Board" ) in consultation with the PACs have
adopted these Guidelines to govern the operation of the 3
PACs .
SECTION II. PURPOSE OF PROJECT AREA COMMITTEES
A Redevelopment Project Area Committee (PAC) is required by
California Community Redevelopment Law (Health- and Safety
Code section 33000 et . seq. ) when "a substantial number of
low- and moderate-income families are to be displaced by the
redevelopment project . " However, the Board of Supervisors
may choose to form a PAC when not required by State Law. PAC
committees are subject to the provisions of Health, and safety
Code 33385 et . seq. as may be subsequently amended or re-
vised.
SECTION III. MEMBERSHIP
A. Eligibility: The California Community Redevelopment Law
stipulates that the legislative body appoint residents
and members of- existing community organizations in a re-
development project area to the PAC. The PAC includes
"residential owner occupants , residential tenants , busi-
nessmen and members of existing organizations within the
project area . " "Businessmen" includes nonresident prop-
erty owners . An attempt will be made to equalize rep-
resentation among residents , business persons and repre-
sentatives of existing organizations .
B . Number: A PAC will not exceed twelve ( 12 ) member=. ,
including ex-officio, nonvoting members .
C. Term: Term of appointment to a PAC shall be for two ( 2 )
years . Each member' s initial term shall expire on .June
30th, following the first full term of service ( 2 years ) .
Subsequent terms shall expire two years thereafter on
each successive June 30th. Nothing precludes the reap-
pointment of a PAC member.

D. Compensation: PAC members serve without compensation .
PAC members will be reimbursed for incurred. Committee ex-
penses only with prior approval by Redevelopment Agency
staff and upon recommendation of the PAC.
SECTION IV. MEETINGS AND VOTING PROCEDURE
A. Meeting Requirements : The PAC will meet a minimum of
four times per year (once per quarter) . Additional meet-
ings may be scheduled by staff in consultation with the
PAC chairperson.
B. Quorum: A majority of the voting members of a PAC con-
stitutes a quorum for the transaction of business .
C. Brown Act: PAC meetings are subject to the Brown Act
which, requires in part , that :
1 . There must be a 72 hour advance notice of all meet-
ings .
2 . All meetings must be open to the public .
3 . A meeting notices must be posted for the general pub-
lic .
D. Conflict of Interest: Political reform laws prevent PAC
members from casting votes when they have a conflict of
interest . If a PAC member will financially gain from the
outcome of the decision he/she would be participating in
that PAC member has a conflict . A PAC member may believe
he or she has a conflict for reasons other than financial
gain. Legal rules governing Conflict of Interest are
highly technical , therefore if a PAC member believes
he/she has a conflict of interest concerning any matter
to be voted on by the committee he/she should advise the
chairperson and Agency staff . PAC members are required
to complete a Statement of Economic Interest upon ap-
pointment and annually thereafter. Failure to complete
this Statement. will result in removal from the PAC, as
well as any penalty prescribed by the Fair. Political
Practices Commission .
SECTION V. OFFICERS
A Chairperson and a Vice-Chair will be elected for each Rede-
velopment. Project Area Committee . A Redevelopment Agency
staff person will serve as secretary to each PAC.
The term of office for the chairperson and vice-chairperson
shall be two years . Nothing precludes , however; reelection
of the chairperson and vice-chairperson by a majority vote of
PAC members .

' SECTION VI. VACANCIES
A. Creation of Vacancy: If a committee member dies or has
more than two unexcused absences per calendar year,
his/her position may be declared vacant . PAC members may
resign at any time by giving written notice to the PAC
chairperson. PAC members must resign if they:
1 . Move out of the redevelopment project area;
2 . Fail to complete the Statement of Economic Interest;
or
3 . Cease to a) own property in the project area;
b) operate a business in the project area;
or
c) be a member of an existing organization
within the project area.
Committee members must contact their PAC chairperson or
Redevelopment Agency staff person when they cannot attend
the meeting.
B. Filling the Vacancy: Potential PAC members must submit
an application to the Supervisor whose district includes
the redevelopment project area. The Board of Supervisors
then appoints members to the PAC based upon the
recommendation of the Supervisor who received the appli-
cation. The member appointed to fill the vacant position
will complete the term of the committee member who re-
signed, died or was removed.
SECTION VII. PAC GUIDELINES
The PAC Guidelines may be considered for revision by the Board of
Supervisors upon recommendation of Redevelopment Agency staff
and/or the PAC.
