HomeMy WebLinkAboutMINUTES - 07111989 - 1.1 (3) TOc BOARD OF SUPERVISORS FROM: Phil Batchelor County Administrator DATE: July 5, 1989 SUBJECT: TASSAJARA FIRE PROTECTION DISTRICT ANNEXATION TO SAN RAMON VALLEY FIRE PROTECTION DISTRICT Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION: Authorize the Tassajara Fire Protection District Board of Fire Commissioners and County Administrator to conduct discussions with the San Ramon Valley Fire Protection District, the Town of Danville and the City of San Ramon regarding a proposed annexation of Tassajara to San Ramon Valley. The Board of Supervisors as part of its hereby , retained powers for its governed fire districts must (at some future date) review and then approve an application (proposal) before the Local Agency Formation Commission could consider any annexation or similar proposal. FINANCIAL IMPACT: The proposed annexation will result in the transfer of the assets, revenue sources, and operating expenses of the Tassajara Fire Protection District to the San Ramon Valley Fire Protection District. REASONS FOR RECOMMENDATION/BACKGROUND: Beginning at least as early as 1981 with the publication of the Contra Costa Fire Service Study (The Ryland Report), the eventual annexation of the Tassajara Fire Protection District with one or more adjoining districts has been discussed over the years. The Ryland Report envisioned volunteer districts such as Tassajara continuing as volunteer districts for a number of years until urbanization within the district dictated the need for the kinds of fire protection services provided by a fully-staffed, paid district. Although the Tassajara District has not experienced substantial growth and development within its boundaries, it has experienced some growth that has the potential for exceeding the financial capabilities of the District. - The San Ramon Valley Fire Protection District on the other hand has experienced a substantial amount of growth, a good deal of which has been eastward towards the district line between San Ramon Valley and Tassajara. This growth has resulted in the need for an additional fire station. The appropriate location for a new fire station would be very close to the existing Tassajara Fire Station. San Ramon Valley has proposed that the two districts consider an annexation with the objective of converting the existing Tassajara Fire Station to a fully-staffed fire station. Under the proposal, the existing volunteer system would be continued for the provision of fire protection services in the more remote areas of the Tassajara District. The Tassajara District will benefit in that it will become part of a district with full-time, as well as, volunteer firefighters. Some portions of Tassajara will now have available on-duty fire personnel 24-hours a day. The District will also benefit from the greater financial resources of the San Ramon Valley District in terms of equipment and firefighting apparatus. The willingness of the two Boards of Fire Commissioners to proceed towards an annexation is very commendable. San Ramon Valley, in the interest of providing a neededadditional station at the most economical cost, is willing to assume the financial responsibility for providing fire service throughout the entire existing Tassajara District. In recognition of the value and spirit of volunteerism within the Tassajara District, San Ramon Valley is willing to maintain a volunteer force for the mutual benefit of both areas. The Tassajara Board of Fire Commissioners is worthy of special commendation. In the interest of obtaining an increased level of service for the people of the Tassajara area, the Commission is willing to disregard any concerns about the possible loss of District identity that may result from the proposed annexation. The Commission has the foresight and good judgement to recognize that the proposed annexation provides an opportunity to substantially improve fire protection services beyond the financial capabilities of the District. The authorization for the Tassajara Board of Fire Commissioners and County Administrator to proceed with the annexation proposal will document the support of the Board of Supervisors and enable the District to discuss the terms and conditions of the annexation with the San Ramon Valley District. Upon completion of discussions, the Board of Supervisors as part of its retained powers can file an application with the Local Agency Formation Commission for its approval before the matter may legally proceed.
