HomeMy WebLinkAboutMINUTES - 06061989 - S.4 rot 130ARD OF SUPERVISORS S7 Contra FROMt Supervisor Tom Powers Costa DATEt May 23, 1989 County SUSJECTt Support for SB 1067, SB 1068, SB 1069, SB 1070 - Regarding Sudden Infant Death Syndrome (SIDS) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the Contra Costa County Board of Supervisors adopt a support position on a package of bills, SB 1067, SB 1068, SB 1069, and SB 1070 (Boatwright) which would revamp the state' s almost non-existent education, training, and research programs for the state and nation's leading killer of children under the age of one -- Sudden .Infant Death Syndrome (SIDS) . BACKGROUND: Currently, the state allocates one and three-tenths personnel positions, and $150,000 annually for SIDS programs. SB 1067 would require police officers, firefighters and paramedics to receive training in SIDS as part of their initial certification process. SB 1068 would require the Department of Health Services or its contractee to provide regular and ongoing SIDS education, information and training programs for those who interact with parents and caregivers following a SIDS death, including public health nurses, coroners, and their investigators, first responders, emergency room physicians, nurses and staff, licensed day care operators and SIDS parent groups. SB 1069 would requires all autopsies performed as a result of unexplained infant death where SIDS is the presumed cause to be conducted under uniform protocols with consistent quality standards, on a timely basis, with SIDS to be listed as the cause of death when the accepted pathology standards are met. SB 1070 would establish a Sudden Infant Death Syndrome Advisory Task Force to the Department of Health Services composed of experts representing public health nurses, pediatricians, pathologists, coroners and representatives from SIDS parent groups, along with the Directors of Health Services in the development of training, educational and research projects and guidance to the Legislature and Administration as to the SIDS program needs.
