Reinstatement of State Office ) Resolution No. : 89/ 361
of Family Planning Funds 1989-90 )
State Budget )
WHEREAS the Office of Family Planning has been eliminated
from the 1989-90 State Budget by the Governor; and
WHEREAS updated University of California cost-benefit
studies show that $11.50 would be lost for every dollar
spent in 1989 on contraceptive services to women not on
Medi-Cal if the Office of Family Planning services were not
available; and
WHEREAS Contra Costa County would shoulder its proportional
cost share of 98,000 statewide unintended pregnancies if
Office of Family Planning funds are stricken; and
WHEREAS conservative statewide figures for increased costs
to care for the unplanned children of these 98,000
pregnancies are in the area of $336 million, leading to
greatly increased Contra Costa County administrative costs
for medical care, AFDC, foster and day care and other costs
for Developmental Disability Services and special education.
NOW THEREFORE BE IT RESOLVED that the Board of Supervisors
of the County of Contra Costa, California, hereby URGES
Governor Deukmejian to restore the $36.2 million funding
item in the State budget for the State Office of Family
Planning.
BE IT FURTHER RESOLVED that the Board EXPRESSES its deep
concern over the implications of the complete deletion of
Office of Family Planning funds from the State budget as the
slack in providing the services must necessarily be made up
at the County level and Contra Costa County is already
sorely tried in the area of financial resources.
Passed and adopted on June 6, 1989, by unanimous vote of the
Board members present.
