Remove this as a referral to the Finance Committee. FINANCIAL IMPACT: To fulfill the need indicated by the Therapeutic Nursery School, it will cost $20, 000. This will increase the deficit problem faced by the Health Services Department in fiscal year 1989-1990. BACKGROUND: On March 14, 1989, the Board asked the Finance Committee to look into the funding problems that the Therapeutic Nursery School (TNS) is experiencing. The Therapeutic Nursery school is a division of Early Childhood Mental Health Programs. It is a private, non-profit preschool specializing in a treatment program for children 2-1/2 to 5 years of age who have social, emotional, behaviorial, language or learning difficulties. The nursery school is designed for an enrollment of 8 to 10 children referred from various sources. Referrals for enrollees served during FY 88-89 include: Children' s Protective Services, DSS-2 ; Physician-1 ; Parents-2 ; Daycare/Preschool-5 ; School District-3 ; and Community Mental Health-1 . Other referral sources are: Family Maintenance-DSS, Kaiser Hospital, Clinics and Public Health Nurses and other programs of Early Childhood Mental Health Programs . The program will close if a source of $20, 000 cannot be found by June 30, 1989. Closure of TNS will eliminate the only intensive day treatment program for preschool children in West County. This program was funded by a County Mental Health contract from June 1976 to August 1983 . Because of increasing service demands and no new funds, the decision was made to discontinue funding this program, due to the small number of children served, in order to reallocate the funds to serve more West County families. TNS has been funded since 1983 with a combination of funds from United Way, private donations and fundraising, school special education contracts, and Contra Costa County Social Services AB 1733 contracts. The program' s FY 86-87 deficit was funded by an emergency grant of $31,000 from County Mental Health. The deficit of $20,000 in FY 87-88 was met from Early Childhood Mental Health Program' s cash flow reserve. This reserve is not available to meet the deficit for this fiscal year. The deficit situation will continue to occur unless a stable funding source is found. The program' s budgeted deficit was to be met through fundraising. The goal was $20,000; however, only $12, 000 had been received by January 1989.
