RECOMMENDATION Authorize a reduction in the E1 Sobrante Area of Benefit (AOB) fee from $1,224 per dwelling unit, multi-family residential to $175 per dwelling unit. II. FINANCIAL IMPACT The reduction in fees will result in $52,459 less off-site traffic mitigation fees to be paid by the Salvation Army. Their obligation would be reduced to $8,750. REASONS FOR RECOMMENDATION/BACKGROUND 1. The improvement fee for the AOB is dependent upon the traffic generation rate. An engineering study indicates that the reduction applicable to senior housing as proposed is 85.7%. 2 . The Countywide AOB makes provision for allowing adjustments for senior housing and congregate care facilities. This provision was inadvertantly omitted from the E1 Sobrante AOB. 3 . The development and rezoning was approved by the Board of Supervisors on April 11, 1989. IV. CONSEQUENCES OF NEGATIVE ACTION 1. The Salvation Army will be required to pay $61, 200 in AOB fees which they state will create a hardship due to financial restrictions on their project.
