SUBJECT: Approving Plans and Specifications for Manor Road Bike
Lanes, Project No. 0662-6R4258-88 , E1 Sobrante Area.
Specific Request (s) or Recommendation(s) & Background &
Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Manor Road Bike
Lanes Project and ADVERTISE for bids to be received on Thursday,
July 6, 1989 at 2 : 00 p.m.
DIRECT the Clerk of the Board to publish the Notice to
Contractors in accordance with Section 20392 of the Public
Contract Code, and
DIRECT the Director of Community Development to file a Notice of
Exemption with the County Clerk.
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $75, 480 . It is to
be funded by Transportation Development Act Funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Public Works Director has filed with the Board of Supervisors
the Plans and Specifications for the Manor Road Bike Lanes
Project.
The general prevailing rates of wages, which shall be the minimum
rates paid on this project, have been filed with the Clerk of the
Board and copies will be made available to any interested party
upon request.

Manor Road Bike Lanes
The project has been determined to be in compliance with the
General Plan. It has been determined that this project is
exempt from CEQA requirements as a Class 1C Categorical
Exemption. The project will be built within the existing road
right of way and will not affect housing, vegetation or drainage.
The project is for a bike lane, so there will be no increase in
pollution. The Board hereby concurs in said determination.
