SUBJECT: STATUS REPORT ON RAPE CRISIS SERVICES

RECOMMffiIDATION:
Accept this report from County Administrator on. the status of rape crisis services
within Contra Costa County.
REASONS FOR RECOMMENDATION/BACKGROUND:
Last year at this time, major changes occurred in the delivery of rape crisis services
within Contra Costa County. The central county rape crisis agency disintegrated due
to serious internal problems. At that time, rape crisis volunteers in central county
who were providing services and wished to see such services continued, invited the
Rape Crisis Center of West Contra Costa to expand its service area to include central
county. This was done and a central county office was opened. In FY 1988/89, the
agency received $136,000 for rape crisis services in central county. Of this amount,
$62,000 is from Contra Costa County (provided within the District Attorney's budget),
$49,000 from the State Office of Criminal Justice Planning (OCJP), $5,000 from the
City of Martinez, $7,000 from the City of Walnut Creek and $13,000 plus space from the
City of Concord.
The level of rape crisis services in central county for FY 1989/90 is in serious
jeopardy. The State OCJP has indicated it will reduce its funding to $9,000, which is
the result of a funding policy by that agency which restricts funding to any single
agency. In addition, funding from the City of Concord, including the office space,
may not occur. The City Urban Resources Committee, which is a citizens group, has
recommended to the City Council. that no funding be given for rape crisis services in
FY 1989/90. According to city staff, no reasons have been given for this
recommendation. On June 20, the City Council took no action on this recommendation
and referred the issue of funding, including space, back to the Council's Committee on
Human and Youth Services, which is composed of June Bulman and Diane Longshore. That
Committee is due to consider this matter and report back with its recommendation to
the City Council on July 25. If all these reductions occur in funding for central
county services, this would represent a 38% decrease over the current fiscal year.
This reduction would be further aggravated by the loss of free space currently donated
by the City of Concord. Thus, it is clear that a majo reductio f services for rape
victims in Central County would have to occur.

Crisis Services
The East County Rape ' Crisis Unit was not refunded by the County this fiscal year
because of a highly critical Grand Jury report and severe organizational, management,
and fiscal problems which were detailed in independent consultants' reports. There
are currently no County-supported rape crisis services in East Contra Costa County.
Some victims are being referred, however, to the Rape Crisis Center of West Contra
Costa. The West County agency has indicated that it would be willing to consider
delivery of services in east county subject to a proposal being made by east county
community leaders, including police chiefs. No such overture has been made to date.
