RESOLUTION N0. 89/431 SUBJECT: Appropriations Limits for 1989- 1990 WHEREAS , Section 7910 of the Government Code requires that each year the governing body of each local jurisdiction shall estab lish an appropriations limit for such jurisdiction for the following fiscal year pursuant to Article XIII -B ; and WHEREAS , the County Auditor-Controller has prepared the attached report and accompanying schedule designated Exhibit A regarding proposed General County , County Special District and County Service Area appropriations limits for fiscal year 1989- 1990 ; THEREFORE , BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY RESOLVED THA-r the appropriations limits for County , County Special Districts and County Service Area for fiscal year 1989-1990 shall be as shown on the attached Exhibit A . Bouchet, Auditor-Controller ; By: Sam Kimoto, Deputy County Audit'dr SUBJECT: Appropriations Limit for 1989-90 The attached schedule is the 1989-90 appropriations limit for the General County, County Special Districts and County Service Areas that are subject to Article XIIIB of the California Constitution. Our calculations are based on Department of Finance figures of population change and U.S. Consumer Price Index change applied to the 1988-89 appropriations limit. For population increase we used 2.74% for .the General County. For districts that were entirely within unincorporated areas we used 3.27%. For districts located within city or cities and unincorporated areas, we used the weighted average of the city or cities and unincorporated area, or the county average. The U.S. Consumer Price Index increase was 4.98%. The limit amount for the General County has been adjusted downward (exchange between county and state) because the County opted into the Trial Court Funding Act. There are also adjustments for other agencies as result of elections and they are footnoted in the attached schedule. Section 7910 of the Government Code requires that the Board of Supervisors establish, by resolution, the appropriations limit at a regularly scheduled meeting or noticed special meeting. There is a further requirement that fifteen days prior to the meeting, documentation used in the determination of the appropriations limit shall be available to the public.
