YANCEY Contra District Attorney Cost DATE: June 12 , 1989 C oirty SUBJECT: FY 1989-90 CONTRACT WITH BATTERED WOMEN' S ALTERNATIVES , INC. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Authorize the District Attorney to execute, on behalf of the County, a contract with Battered Women's Alternatives, Inc. , including extensions or amendments thereto, provided the following payment limit is not exceeded as shown below: Sources of Funds Amount Not To Exceed General Fund (Budet Unit 0242) $140,657 Non-General Fund ?(Budget Unit 0585) 72,675 TOTAL $213,332 II. FINANCIAL IMPACT: None. Funds for this contract are included in the County's 1989-90 Proposed Budget. The $140,657 in County General Fund money is included in the District Attorney's Office budget. The non-General Fund money is included in the proposed budget for Budget Unit 0585, which is a fund whose revenue is generated by a fee of $19 on each marriage license issued in the County. this marriage license fee is levied in accordance with Welfare and Institutions Code Sections 18291 to 19307 and SB 1330 (Chapter 522, Statutes of 1982). The use of these funds is restricted by law to the support of domestic violence victim assistance programs. The contract will contain a condition that states that the contract will be terminated without notice should no funds be appropriated for this service in the County's final budget for 1989-90. It will also contain a provision for immediate reduction of the payment limit should the marriage license fee no longer be forthcoming or if collections fall below anticipated levels. III . REASONS FOR RECOMMENDATION/BACKGROUND: This contract will provide for the continuation of funding of needed spousal abuse assistance services by Battered Women's Alternatives, Inc. IV. CONSEQUENCES OF NEGATIVE ACTION: Failure to provide this request will result in the loss of services provided by Battered Women's Alternatives to the citizens of this County. Because the County is a major source of funding for that organization, program operations would be drastically reduced, and many staff members laid off, if County funding for 1989-90 is not forthcoming. <j > CONTINUED ON ATTACHMENT: YES SIGNATURE, Y ANC RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION O ARD COV ITTEE APPROVE OTHER SIGNATURE S : ACTION OF BOARD ON _) IM) APPROVED AS RECOMMENDED OTHER VOTE OF SUPERVISORS 1 HEREBY CERTIFY THAT THIS IS A TRUE UNANIMOUS (ABSENT AND CORRECT COPY OF AN ACTION TAKEN AYES: NOES: AND ENTERED ON THE MINUTES OF THE BOARD ABSENT; ABSTAIN: OF SUPERV I SORS ON gTnHE DATE SHOWN.
