To Shift FY 88-89 Mental Health Program Funding for Children SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Stuart McCullough) to execute , on behalf of the County, standard form Contract Amendment Agreements , effective 6/1/89 , as follows : NUMBER CONTRACTOR PURPOSE 24-133-22 La Cheim School , Inc. Decrease the Contract Payment Limit by $55 , 964 24-351-9 La Cheim Residential Increase the Treatment Centers , Inc'. Contract Payment Limit by $43 , 695 and provide addi- tional services II . FINANCIAL IMPACT: The $43 , 695 increase in the La Cheim Residential Treatment Centers Contract Payment Limit is financed by the $55 , 964 reduc- tion in the La Cheim School Contract Payment Limit , for an overall net reduction of $12 , 269 . Contract Amendment Agreement #24-133-22 will reduce the La Cheim School, Inc. Contract Payment Limit from $610 ,662 to a new total of $554 , 698 , and Contract Amendment Agreement #24-351-9 will increase the La Cheim Residential Treatment Centers Contract Payment Limit from $431 , 590 to a new total of $475 ,285. These amounts continue to be funded by Federal Medi-Cal , State Short-Doyle , and required County funding . REASONS FOR RECOMMENDATIONS/BACKGROUND: Delays in the full implementation of the intensive day treat- ment Medi-Cal program operated by La Cheim Schools , Inc. for severely mentally disturbed children caused a short-fall in the projected number of children to be served in this program in FY 1988-89 . At the same time , the two group homes operated by La Cheim Residential Treatment Centers, Inc. , for severely men- tally disturbed adolescents and latency-age children required the provision of additional services to maintain adequate staff coverage during weekends due to an unexpected increase in the number of children who could not spend weekends away with their families . This shift of funds between these two contracts makes it possible to finance the additional services needed in the residential group home treatment program.
