SUBJECT: Approval of Contract Amendment Agreement #24-460-2 with Phoenix
Programs , Inc. For Additional CONREP Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his
designee (Stuart McCullough) to execute on behalf of the County,
standard form Contract Amendment Agreement #24-460-2 with
Phoenix Programs , Inc. , effective June 1, 1989 , to amend
Contract #24-460-1 (effective July 1, 1988 - June 30 , 1989) and
provide mental health vocational , day care habilitative , crisis
residential , and semi-supervised living program services for
CONREP clients , This amendment increases the contract payment
limit by $14 , 204 from $31 , 471 to $45 ,675 , enabling the contrac-
tor to provide additional vocational and short-term crisis resi-
dential service units . The automatic extension period payment
limit is also increased by $7 ,103 , from $15 , 735 to $22 ,838 for
the period from July 1, 1989 , through December 31 , 1989 .
II . FINANCIAL IMPACT :
This contract is fully funded by Contract #88-79193 with the
State Department of Mental Health (County Contract #29-441-3) .
This State contract allows for total spending of $164 , 301 to
provide negotiated rate services for Conditional Release Program
(CONREP) clients . Initially, $31 , 471 of this total amount was
allotted to services which were to be provided by Phoenix
Programs , Inc . Through changes that we have recently made in
our State Negotiated Rate Services Summary, we have reduced our
allocation for Rubicon Programs Day Treatment from the initial
$30 , 360 to $6 , 900 - a reduction of $23 , 460 . This reduction will
allow us to increase our contract with Phoenix Programs by
$14 ,204 at no cost to the County.

III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
The subcontractor file system for Negotiated Rate Services to
CONREP clients allows the County' s Community Program Director to
shift monies for designated supplemental services from one cate-
gory of service to another through the fiscal year as the
requirements of the client caseload dictate . The need for services
provided by Phoenix Programs (specifically, vocational and cri-
sis residential services) has been greater than initially anti-
cipated. On the other hand , our need for day treatment services
provided by Rubicon Programs has been less than anticipated, and
we are therefore able to transfer funds for services from one
subcontractor to another .
This fund transfer has been approved by the State Department of
Mental Health .
