'4 CUVN� TO: BOARD OF SUPERVISORS FROM: Phil Batchelor County Administrator DATE: June 20, 1989 SUBJECT: Special District Augmentation Fund - Supplemental Allocation to Contra Costa County Fire Protection District Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION: Authorize allocation from the Special District Augmentation Fund to Contra Costa County Fire Protection District in the amount of $275,000 and related appropriation adjustment for the purchase of land adjacent to District headquarters on Geary Road in Pleasant Hill. FINANCIAL IMPACT: The recommended allocation will reduce the unallocated fund balance of the Fire District's share of the Special District Augmentation Fund to $2,392,060 ($2,292,626 operations, and $99,434 capital). REASONS FOR RECOMMENDATION/BACKGROUND: The Contra Costa County Fire Protection District has requested an allocation from the Augmentation Fund in the amount of $275,000 to purchase vacant land adjoining the District headquarters on Geary Road in Pleasant Hill. The District requires the land for the future expansion of administration and communication facilities. The need for the land was identified and approved by your Board as part of the District's Five-Year Plan submitted approximately four years ago. The Five-Year Plan proposed that the property would be purchased by revenue generated by a development fee. Your Board has approved a development fee for Consolidated Fire, however, the fee only applies in unincorporated areas of the District. To date the fee has not generated enough funds to purchase the land. Accordingly, the District is proposing that the needed funds be advanced from the Special District Augmentation Fund in the form of a loan to be repaid by the sale of excess District property located on Arthur Road in Martinez. The Arthur Road property is currently under review by the Community Development Department as a site for the development of an affordable housing project. If the Arthur Road site is not selected for the affordable housing project, the land can be sold to an adjacent landowner who has expressed a strong interest in purchasing the Arthur Road site. Regardless of whether Community Development or the adjacent landowner purchases the Arthur Road property, it could be several months before the District receives the funds from the sale and is able to purchase the land on Geary Road. Because of the rapid rate of development surrounding the District headquarters, the District is fearful that the desired parcel will be purchased before funds are available from the sale of the Arthur Road property.
