Costa DATE: CO June 27 , 1989 LJlll Itr SUBJECT; Organization and Staffing of County Transportation Committees SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Accept :report from the Director of Community Development on the Organization and Staffing of County Transportation Committees. FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATIONS/BACKGROUND: On January 23 , upon a recommendation by the Internal Operations Committee, the Board of Supervisors requested the Director of Community Development to: 1. consider the appropriateness of transferring the Paratransit Coordinating Council from the County to the CCTC on the basis that there will be paratransit money available from Measure C and that it may be more appropriate for the Council to be appointed by, report to, and be staffed by the CCTC, and report his conclusions and recommendations to the Board of Supervisors; 2. suggest to the CCTC that the Transportation Partnership Technical Coordinating Committee report to the CCTC and ask that they advise the Board of Supervisors of their decision in this regard; 3 . suggest to the CCTC that the TRANSPAC, TRANSPLAN, WCCTAC, and Southwest Regional Transportation Committees should be staffed by the CCTC, although County staff should continue to attend their meetings in a liaison capacity, and request the CCTC advise the Board of their decision in this regard; and 4. determine which transportation committees, now staffed by the Community Development Department, and appointed. by- the- Board of Supervisors, should be transferred to the Contra Costa Transportation Commission (CCTC) . County Administrator JUN 2 7 1989 cc: Community Development ATTESTED PHIL BATCHELOR, CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR M382/7-83 BY ,DEPUTY June 27 , 1989 Organization and Staffing of County Transportation Committees Page Two On March 15, the CCTC accepted their Administrative Committee' s recommendation and declined to assume administrative responsibilities for the Paratransit Coordinating Council. The CCTC believe it is advantageous to keep the administration of PCC' s uniform throughout the Bay Area. Currently, all PCC' s in the Bay Area are administered by Counties. The CCTC approved an alternate concept of working and coordinating with the PCC on operational and financial matters with the administrative authority for appointments, etc. , remaining with the Board of Supervisors. In effect, the CCTC would use the PCC in the same advisory capacity as does the Metropolitan Transportation Commission. On March 15 , the CCTC also accepted their Administrative Committee' s recommendation to concur with the Board' s request to designate the Transportation Partnership Technical Coordinating Committee as a committee of the CCTC that will report to the CCTC. At that same meeting, the CCTC declined to take action on the Board' s recommendation that the CCTC assume staffing responsibilities of TRANSPAC, TRANSPLAN, WCCTAC, and the Southwest Regional Transportation Committee. Their Administrative Committee recognized that staffing of these committees would ultimately revert to the CCTC, and recommended that this request be reviewed later in the year when revenues and budget requirements for the CCTC become stabilized. Regarding the last request, there are five remaining transportation committees that are appointed by the Board and staffed by the Department: 1. Board of Supervisors ' Transportation Committee 2. I-680/24 Task Force and TSM Subcommittee 3 . Pleasant Hill BART Specific Plan 'Steering Committee 4. Pleasant Hill BART TSM Ordinance Advisory Committee 5. County TSM Ordinance Advisory Committee The Department does not recommend transferring any of the above committees to the CCTC. In the future, it may be appropriate to consolidate the advisory committees for the County TSM ordinances with similar committees established by other cities as they implement TSM ordinances pursuant to the Measure C requirements. Such a County-city committee would promote uniform implementation of TSM ordinances. The Department will keep the Board apprised of such an opportunity when it develops. The report of the Internal Operations Committee warrant discussion of a related issue regarding the County' s role in countywide and regional transportation issues. The County has the role of adopting countywide priorities for the expenditure and state of federal transportation funds. The County also serves the interests of incorporated and unincorporated areas of Contra Costa through its participation on numerous committees established by other agencies (e.g. MTC' s Regional Transportation Advisory Committee and Caltrans ' Rail Task Force) . The Department recommends that the Board continue to play this leadership role in addressing transportation issues that affect the entire county. The County' s participation in regional transportation issues will ensure that the Contra Costa' s interests will not be limited to certain projects on an Expenditure Plan and will foster coordination with related issues such as land use planning.
