HomeMy WebLinkAboutMINUTES - 06271989 - 1.102 h qq TO: BOARD OF SUPERVISORS FRoM Phil Batchelor, County Administrator (Contra June 27 , 1989 /v1� DATE: vo^ Acceptance of Kensington Fire 'Protection District SUBJECT; to Participate in the Self-Insurance Joint Powers, Agreement Between the County, Special Districts and Independent County Fire Protection Districts SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize Chairman, Board of Supervisors to accept Kensington Fire Protection District to ' the Joint Powers Agreement providing public liability and other self-insurance between the County, its Special Districts. and Independent County Fire Protection Districts effective July 1, 1989. Upon authorization by the Board to accept Kensington Fire Protection District to participate in the self-insurance programs, the executed agreement by Kensington Fire District will be attached to the original Joint Powers Agreement. BACKGROUND- On July 1, 1988; the Board of Supervisors, representing the County and its Special Districts and two Independent Fire Protection Districts,, executed a Joint Powers Agreement providing public liability and other self-insurance programs. Kensington Fire Protection District has elected to participate in the Joint Powers .Agreement effective July 1, 1989. The agreement to participate in the Joint Powers Agreement has been executed by the Chairman of the Board of Commissioners for Kensington Fire District and will be attached into the original Joint Powers Agreement which was executed in 1988 by the Board of Supervisors. FINANCIAL IMPACT: Presently, because of a favorable actuarial analysis of the Fire Districts ' self-insurance liability and property programs conducted for fiscal year 1989, the -County Fire Districts do not have to fund their programs for the fiscal year 1989-90. The two independent fire districts, Rodeo=Hercules and San Ramon, which joined the program last July have two more years of premium to pay. Kensington will pay premiums for three years beginning July 1, 1989. By joining the fire districts' insurance program, the independent fire districts have saved considerable amounts of 'money which would have come from augmentation funds. The inclusion of the latest fire district' s . joining will also help fund the Fire District Liability Insurance Trust Fund and Special District Property Damage Trust Fund.
