SCHEDULING OF PUBLIC MEETING

RECOMMENDATION•
Accept report from the County Administrator and Health Services
Director and note public meeting on Measure "H" to be conducted
by Health Services Department on June 29, 1989 at 1 : 30 p.m.
FINANCIAL IMPACT•
According to the preliminary budget which has been developed, an
annual fee of $5 . 50 per benefit unit would raise approximately
$2 . 5 million countywide.
BACKGROUND:
On November 29 , 1988 The Board of Supervisors approved the
development of an Emergency Medical Services Program to upgrade
paramedic, communications, and other emergency medical services
countywide. This was in response to Measure "H" , an advisory
measure passed by the voters in the November 1988 election by
71 . 6 percent countywide. Implementation of Measure "H" requires
the establishment of a countywide County Service Area (CSA) and
the approval of each city council for inclusion of its territory
within the CSA. On March 21, 1989 , the Board of Supervisors
accepted a report on Measure "H" Implementation from the County
Administrator and Health Services Director containing a timetable
for implementation of the measure and directing the Health
Services Department to coordinate implementation activities . The
Board also directed' the County Administrator to provide quarterly
reports to the Board on the implementation process .

IMPLEMENTATION:
Implementation of Measure "H" is proceeding in accordance with
the general timetable approved by the Board on March 21, 1989 .
Since reporting at that time, the following activities have
occurred:
- Informational presentation to Mayors' Conference.
- Informational presentation to County Fire Commissioners .
- Exemption obtained for purposes of compliance with
California Environmental Quality Act.
- EMS System Priorities approved by Emergency Medical Care
Committee.
- County Fire Chiefs' Association approval of service
priorities and formal endorsement of proposed EMS benefit
assessment and urging of cities to join in County Service
Area.
- Development of a draft Proposal and Service Plan for review
and comment by conceraed individuals and organizations .
- Presentation of Service Plan for review by:
Public Managers Association
County Fire Chiefs Association
County Police Chiefs Association
- Informational presentation to LAFCO.
- Two meetings of the Implementation Task Force held.
- Public meeting scheduled to be held June 29 , 1989 .
Health Services Department staff is continuing to work with the
city managers, fire and police chiefs, the Emergency Medical Care
Committee, and other organizations and County departments to
develop a final Proposal .and Service Plan which can be submitted
in July to the cities with a request that each city council adopt
a resolution for inclusion within the proposed CSA.
